Council Minutes of 8/20/2002 <br />Two committee members voted yes to recommend passage of Ordinance 2002-117, and <br />~"` one member voted no. There will be a special Council meeting on August 26 at <br />7:15 p.m. to consider passage of Ordinance 2002-117, which may be amended. <br />Mayor Musial noted regazding fleet maintenance that there is no head mechanic position. <br />The legislation creating the position did not pass, but he hopes to bring a revised version <br />back before Council. Finance Director Copfer noted, with regazd to Ordinance 2002-103, <br />that the percentage to go into the EMS fund would be 25%, which is being estimated to <br />be about $75,000 a yeaz. <br />Regazding the head mechanic position, Councilman Miller noted that in a legal opinion <br />given on July 5, the Law Director had stated that it was strongly recommended that the <br />current organization of the Department of Public Service be reviewed by the Mayor and <br />the Director of Public Service. He asked if anything had been done in that regard before <br />bringing the legislation creating the head mechanic position back to Council. Mayor <br />Musial said the total review of the department is a very complex area and he would <br />proceed cautiously on that. He is of the opinion that the head mechanic position is a <br />position which would save the city money and would be providing for more efficient <br />services. <br />Councilman Nashaz, chairperson of the Building, Zoning and Development Committee: <br />1) The BZD Committee met on August 13. Present were committee members Gazeau, <br />McKay, Nashaz; Councilman Limpert and President of Council O'Grady; Building <br />Commissioner Conway, City Engineer Deichmann, Law Director Dubelko. Agenda <br />items were as follows: <br />^ Shell gas stations, located at 23385 Lorain Road, near Columbia Road, and the <br />second located at 25199 Lorain Road, at Great Northern Boulevard. The owner of the <br />property is True North LLC. Representing True North was Donald Reiman. Due to <br />the concerns about the color proposed for the canopy (a bright yellow), they were <br />asked to come back with another color proposal. These two items were held in <br />committee. <br />^ North Olmsted Collision Center, located 28415 Lorain Road. Representing North <br />Olmsted Collision Center was Mr. Pat Kovalchuk. The proposal is to add 3,600 <br />square feet to the existing building in the rear and add 12 additional parking spaces. <br />There will be a boazd on boazd fence along the back and along the side area of the <br />property. The new building will match the existing split-face block material that is <br />presently on the building. The only lighting on the building will be the security light <br />in the rear. After discussion, the committee unanimously recommended approval of <br />North Olmsted Collision Center subject to the recommendations of the various boazds <br />and commissions. Councilman Nashaz moved that Council approve the proposal <br />from North Olmsted Collision, 28415 Lorain Road. The motion was seconded by <br />Councilman McKay and passed unanimously. <br />^ Cafe Stratos and Fairview Corporate Center proposals.
