Council Minutes of 8/20/2002 <br />for said purchase subject to approval by the Board of Control. It is cheaper to buy <br />the salt in the spring and the summer months. The committee recommended <br />approval. <br />^ Resolution 2002-120, a resolution authorizing the Director of the Department of <br />Human Resources for and on behalf of the City of North Olmsted to apply to the <br />Western Reserve Area Agency on Aging for funds from the said agency for city <br />programs under Title III of the Older Americans Act of 1965 which provide funding <br />for transportation, nutrition and support programs and partial funding for <br />supplementary programs. The committee supports the senior programs and <br />recommended approval. <br />2) The Finance Committee met again on Monday, August 19. Present were committee <br />members Kasler, Limpert and McKay; President of Council O'Grady and Councilpersons <br />Dailey, Gareau, Miller, Nashar; Mayor Musial, Law Director Dubelko, Finance Director <br />Copfer and Engineer Deichmann and 28 citizens. Discussed were the questions <br />unanswered from the August 13 meeting: <br />^ The Mayor's administrative assistant and the secretary's job description were <br />provided to Council. Councilperson Kasler proposed to cut the Mayor's office <br />appropriation $30,000 for next year. <br />^ The Mayor stag one person would be laid offthis year and one person transferred to <br />the Wastewater Treatment Plant. The head mechanic will continue to manage fleet <br />maintenance. The money for a new Service Director will serve to provide for the <br />Service Department secretary for the remainder of the year. The Service Director <br />position should be filled in a matter of eight weeks. Through attrition, the sewer rate <br />increase should not happen unti12004. <br />^ The Personnel Department Secretary II position was filled due to the volume of work <br />necessary to operate the department. <br />^ Outsourcing of the Data Processing was cost prohibitive and should be done as a last <br />resort. <br />^ Duties being cut for the auxiliary police are traffic direction at churches on Sunday's, <br />development patrols and the monthly meetings of the unit will be reduced to every <br />other month. <br />^ On the school guard issue, the posts that were eliminated were Dover and Lorain; <br />Sparky and Lorain; Butternut and Burns; Porter and Lorain, 2 positions; Country <br />Club and Victoria; Sweetbriar at Pine; McKenzie and Southern. <br />^ The economy will determine the replacement of the dispatcher next year. <br />^ Council was provided with the fire hydrant flushing program. <br />^ Council was provided a list of vehicles used by the administration. <br />^ The economic development coordinator will not be paid on an hourly basis at this <br />time. <br />^ The reduction in the forestry line item does not affect the wages; therefore, the <br />chipping program will not be reduced. <br /> <br />5 <br />
