Council Minutes of 8/20/2002 will be held in committee until the following questions are answered: a list of potential needs for the position within the city; look within house to determine if the expertise exists in-house; potential financial impact on the General Fund; tracking the mechanics for the wage payment when the person works outside the department; check outside counseling costs. ^ Ordinance 2002-108, an ordinance establishing the compensation and benefits to be paid to all part-time hourly employees employed by the North Olmsted Municipal Bus Line. The committee recommended approval in order that the wages will be similar to those of the Greater Cleveland RTA. ^ Ordinance 2002-110, an ordinance establishing the Director of Planning position salary range as a full-time position and otherwise re-establishing the rates of compensation for various administrative and legislative personnel. The position of Director of Planning shall not be filled until the finances of the City of North Olmsted are in a better condition. The range for the Director of Planning is from $45,000 a year to $72,284 a year. ^ Ordinance 2002-115, which is an ordinance authorizing the Director of Public Service to sell by auction a 1998 Ford Crown Victoria. The minimum bid for this vehicle will be three-fourths of its appraised fair market value. The committee recommended approval. ^ Ordinance 2002-117. All items were reviewed and passage delayed until the following questions can be answered: 1) Provide job description for the Mayor's administrative assistant and the secretary, a proposal of $30,000 cut in the year 2003; ,,,~;,, 2) Why was the Personnel Department Secretary II position filled during a hiring freeze?; 3) Consider outsowcing the Data Processing; 4) Auxiliary police will work at the Homecoming and the holidays at the mall, what duties have been cut?; 5) Provide a list of previous and new locations and tunes for school guard placements noting those dismissed; 6) Will the dispatcher be replaced next year?; 7) Was safety considered when the budget cuts were made to the hydrant flushing program, what is the rotation of the program?; 8) Provide a list of administrative vehicles and who uses them, also athree-year usage log of the Mayor's car; 9) Has there been consideration to paying the economic development coordinator on an hourly basis, list the hours spent in 2002 on this duty? The legislation was held in committee to be discussed at the next committee meeting on August 19. ^ Resolution 2002-111, a resolution authorizing the Director of Public Service to solicit bids for the purchase of cell phones and cell phone service per specifications on file in his office and authorizing the Mayor to enter into a contract for said purchases subject to the approval of the Board of Control. The committee is looking forward to the cost savings and recommended approval. ^ Resolution 2002-112, a resolution authorizing the Director of Public Safety to solicit bids for the purchase and installation of new bleachers for the indoor pool area at the Recreation Complex per specifications on file in her office and authorizing the Mayor to enter into a cornract for the purchase and installation subject to the approval of the Board of Control.
