Council Minutes of 8/20/2002 <br />will be held in committee until the following questions are answered: a list of <br />potential needs for the position within the city; look within house to determine if the <br />expertise exists in-house; potential financial impact on the General Fund; tracking <br />the mechanics for the wage payment when the person works outside the department; <br />check outside counseling costs. <br />^ Ordinance 2002-108, an ordinance establishing the compensation and benefits to be <br />paid to all part-time hourly employees employed by the North Olmsted Municipal <br />Bus Line. The committee recommended approval in order that the wages will be <br />similar to those of the Greater Cleveland RTA. <br />^ Ordinance 2002-110, an ordinance establishing the Director of Planning position <br />salary range as a full-time position and otherwise re-establishing the rates of <br />compensation for various administrative and legislative personnel. The position of <br />Director of Planning shall not be filled until the finances of the City of North <br />Olmsted are in a better condition. The range for the Director of Planning is from <br />$45,000 a year to $72,284 a year. <br />^ Ordinance 2002-115, which is an ordinance authorizing the Director of Public Service <br />to sell by auction a 1998 Ford Crown Victoria. The minimum bid for this vehicle <br />will be three-fourths of its appraised fair market value. The committee <br />recommended approval. <br />^ Ordinance 2002-117. All items were reviewed and passage delayed until the <br />following questions can be answered: 1) Provide job description for the Mayor's <br />administrative assistant and the secretary, a proposal of $30,000 cut in the year 2003; <br />,,,~;,, 2) Why was the Personnel Department Secretary II position filled during a hiring <br />freeze?; 3) Consider outsowcing the Data Processing; 4) Auxiliary police will work <br />at the Homecoming and the holidays at the mall, what duties have been cut?; 5) <br />Provide a list of previous and new locations and tunes for school guard placements <br />noting those dismissed; 6) Will the dispatcher be replaced next year?; 7) Was safety <br />considered when the budget cuts were made to the hydrant flushing program, what is <br />the rotation of the program?; 8) Provide a list of administrative vehicles and who <br />uses them, also athree-year usage log of the Mayor's car; 9) Has there been <br />consideration to paying the economic development coordinator on an hourly basis, <br />list the hours spent in 2002 on this duty? The legislation was held in committee to be <br />discussed at the next committee meeting on August 19. <br />^ Resolution 2002-111, a resolution authorizing the Director of Public Service to <br />solicit bids for the purchase of cell phones and cell phone service per specifications <br />on file in his office and authorizing the Mayor to enter into a contract for said <br />purchases subject to the approval of the Board of Control. The committee is looking <br />forward to the cost savings and recommended approval. <br />^ Resolution 2002-112, a resolution authorizing the Director of Public Safety to solicit <br />bids for the purchase and installation of new bleachers for the indoor pool area at the <br />Recreation Complex per specifications on file in her office and authorizing the <br />Mayor to enter into a cornract for the purchase and installation subject to the <br />approval of the Board of Control. This legislation will be held in committee. <br />^ Resolution 2002-116, a resolution authorizing the Director of Public Service to solicit <br />bids for the purchase of 8,000 tons of rock salt for ice and snow removal per <br />`,, specifications on file in his office and authorizing the Mayor to enter into a contract <br />4 <br /> <br />
