It has been a lot of information in a short time, and she <br />appreciates Council's efforts. <br />President O'Grady asked for any corrections or additions to the minutes of the City <br />Council meeting of August 6, 2002. Councilman Miller asked that a change be made to <br />his report when he commented about information regarding the library be sent to the <br />azchitects for "inclusion" as the minutes read "conclusion." The minutes will be <br />corrected to reflect that change. The Council minutes of August 6, 2002 were approved <br />as corrected. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance and Safety <br />Committees met jointly on Tuesday, August 13. Present were committee members <br />Kasler, Limpert, Miller, Nashaz and McKay; Councilman Gareau, President of Council <br />O'Grady, Law Director Dubelko, Finance Director Copfer, City Engineer Deichmann. <br />The following items were discussed: <br />Resolution 2002-121, which is a resolution authorizing the payment of $16,000 to <br />the Fraternal Order of Police, Ohio Labor Council Inc., for distribution to specific <br />officers of the North Olmsted Police Department in consideration of the settlement of <br />grievances under the collective bargaining agreement and declaring an emergency. <br />In the best interest of both the city and the labor council, the committee members <br />wished to finalize the grievance by recommending passage of Resolution 2002-121. <br />Ordinance 2002-103, an ordinance repealing Ordinance Nos. 94-148 and 2000-37 <br />establishing a new fee and chazges schedule for the rendering of emergency medical <br />services and ambulance transportation by the City of North Olmsted, creating a new <br />special revenue fund entitled "Emergency Medical Services" fund. All funds <br />received from the emergency medical service and ambulance services for non- <br />residents shall continue to be designated to the hoteUmotel tax fund which is used for <br />safety equipment purchases only. Funds from the emergency medical services and <br />ambulance transportation for city residents shall be directed with 75% going to the <br />General Fund and 25% going to a new Emergency Medical Services fund to be used <br />for capital improvements for the Fire Department. Much discussion ensued. <br />Questions asked included: should the percentage be changed, how many dollazs <br />would be reserved for the new fire station and shouldn't all money raised by the <br />safety forces be returned to the safety forces, what would that money be used for in <br />the General Fund? Mr. McKay expressed the point of view that the General Fund is <br />low and to prevem layoffs the General Fund needs to be increased. Approximately <br />$25,000 to $30,000 would be raised each yeaz for a new fire station. Council could <br />add money whenever it's available. When the safety equipment was in need, <br />Council authorized the hoteUmotel tax to be used only for the purpose of safety <br />equipment. The General Fund needs help now. The committee was split on the <br />issue, 2 for and 1 against. <br />Ordinance 2002-105, an ordinance establishing the Environmental Specialist position <br />salary range as a part-time position and otherwise re-establishing the rates of <br />compensation for various administrative and legislative personnel.
