Council Minutes of 8/20/2002 <br />:~ milled and repaved starting Monday, August 26, with completion slated for October 11. <br />~' The only roadway the contractor plans to use in North Olmsted is State Route 252, from <br />Great Northern Boulevazd/Columbia Road from I-480 south into the Township. <br />Councilman Miller asked the Mayor the status of the repaving project for Lorain Road. <br />Mayor Musial said he cannot give a precise starting date, but it will be started this year <br />and the city has received two grants. <br />Law Director Dubelko: 1) During the past two weeks, much of his time was taken up <br />attending numerous meetings concerning the current budget appropriation imbalance. He <br />has attended meetings with the administration, with the AFSCME union officials and <br />with the Finance Committee. <br />2) August 6, he met with other city administration officials and Horizon officials <br />regazding the sub-lease of the facility operated by Horizon on Butternut Ridge Road, <br />which is city-owned property. He is awaiting a proposed sub-lease from Horizon's <br />attorney and there will be legislation coming to Council on that in the future. <br />3) August 9, he met with Councilwoman Cazolyn Kasler to discuss the mayor's court <br />proposal that has been discussed among city officials. He is in the process of researching <br />various legal issues associated with the potential creation of such a court for the City of <br />North Olmsted. <br />4) August 9, he provided members of Council with a memorandum on the subject of full- <br />time versus part-time municipal employment under federal, state and local law. <br />5) August 13, he attended a Boazd of Control meeting with other city directors and the <br />Mayor regazding amendments to the library azchitect's contract, disposal of surplus city <br />equipment and a change order for Springvale clubhouse which is nearing completion. <br />6) August 14, he provided Council with a memorandum on the subject of play streets. <br />This issue was raised at the last Council meeting. The basic result on that was <br />inadvertently the words "play street" were not deleted during a prior codification process <br />because we no longer have a process of creating play streets in the City of North <br />Olmsted. During the next codification process that will be technically corrected. <br />7) August 15, he met with Building Commissioner Dave Conway regazding three long- <br />pending ordinances before Council. Two of them sponsored by Councilman Gareau <br />relate to the subject of lighting nuisance. He plans to meet again with Mr. Conway and <br />Mr. Gazeau to discuss these pending ordinances. <br />8) He met with Building Commissioner Conway regarding Ordinance 99-110, sponsored <br />by Councilman Miller, which would establish a better process for acquiring information <br />from contractors and sub-contractors relating to income tax obligations owed by their <br />employees to the city. <br />Finance Director Copfer: 1) The Auditor of State's office released the 2001 audit at the <br />end of last week. No material weaknesses were noted, and limited management <br />recommendations were made, which is a good improvement over the last five years. She <br />is proud of that accomplishment. <br />2) Thank you to Council for their diligent efforts, attention and long meetings during the <br />budget and appropriations discussions.
