Council Minutes of 8/6!2002 <br />~,., five hundred to two thousand dollazs. While it may seem like a small amount of money, <br />this could be any one of the employee's salazy for a week, two weeks or longer. Until we <br />button down the costs of the city, for any Charter amendments for this year he will vote <br />no and encourages Council to withdraw any Charter amendments for the immediate <br />future. The motion passed with six affirmative votes and one negative vote. Ordinance <br />No. 2002-65 adopted. <br />Ordinance No. 2002-76 introduced by the Mayor and entire Council was given its third <br />reading. An ordinance amending Section 915.04 (User Charges) of the Streets, Utilities <br />and Public Services Code, in order to eliminate the 1.0 MCF per quarter minimum sewer <br />use charge for the OM&R component of the sewer rate for North Olmsted users, and <br />declaring an emergency as twice amended. Councilwoman Kasler moved for adoption. <br />The motion was seconded by Councilman Nashar and passed unanimously. Ordinance <br />No. 2002-76 adopted. <br />Ordinance No. 2002-82 introduced by Mayor Musial was given its third reading. An <br />ordinance amending Section 9SS.02 of Chapter 9SS of the Codified Ordinances (Sale of <br />Surplus Personal Property) to authorize the Director of Public Service to dispose of <br />surplus personal property with a fair market value of less than one thousand five hundred <br />dollars without Council approval, and by auction, and declaring an emergency. <br />Councilman McKay moved for adoption. The motion was seconded by Councilman <br />Nashar and passed unanimously. Ordinance No. 2002-82 adopted. <br />Ordinance No. 2002-83 introduced by Mayor Musial was given its third reading. An <br />ordinance amending the Traffic Control File of the City of North Olmsted to provide for <br />the installation of four "No Turn on Red" signs at the Dover Center Road and Driscoll <br />Lane/Cottonwood Trail signalized intersection and declaring an emergency. <br />Councilwoman Kasler moved for adoption; second by Councilman Miller. Roll call: <br />Kasler, yes; Miller, yes, commenting that he has requested of the Traffic Engineer an <br />indication as to what hours this light will be operating. Roll call continued: Limpert, <br />yes, commenting that this is being introduced for the safety of all using that new <br />intersection and he thinks its better to err on the side of safety rather than waiting to see <br />what the results are afterwards. Also, he would like to reiterate the Mayor's comment <br />that eventually this light will be on the computerization system of the traffic system and <br />we will see an improvement in the flow once that occurs. Roll call continued: Dailey, <br />yes; Gareau, yes; McKay, yes; Nashaz, yes. The motion passed unanimously. Ordinance <br />No. 2002-83 adopted. <br />Ordinance No. 2002-90 introduced by Mayor Musial was given its third reading. An <br />ordinance creating a new Chapter 1371 of the Building Code entitled "Chazges for <br />Emergency Municipal Services," and declaring an emergency. Councilman Gareau <br />moved for adoption. The motion was seconded by Councilwoman Kasler and passed <br />unanimously. Ordinance No. 2002-90 adopted. <br />20 <br />
