Council Minutes of 8/6/2002 <br />~~ 3) He does have a number of ordinance research issues within the Law Department that <br />~~., he had hoped to complete in the month of July. However, as a result of the budgetary <br />crisis, a lot of time was devoted instead to that subject. Hopefully, he will be able to <br />return to these important legislative issues and get those done in short order. <br />Finance Director Copfer: 1) The 2001 Comprehensive Annual Financial Report was <br />submitted to the Governmental Finance Officers Association on June 28 and was recently <br />released after the mandatory review by the Auditor of State's office. Council received <br />copies last week. <br />2) As promised before Council went on vacation, June was reconciled and Council <br />received the revenue and expenditure reports on July 29. <br />3) She spent the majority of July involved in the budget revision process. <br />4) The Regional Income Tax Agency (RITA) executive director, met with the finance <br />directors of the participating communities on improvements that have been made to their <br />collection system and processes and how they are going to be utilizing their new <br />information systems with other governmental agencies to insure that the cities are getting <br />all the tax dollars that are due and owing from workers in the city and residents. <br />5) The format of the county tax project is being revised as it has been in many counties. <br />The Cuyahoga County Budget Commission had an open forum for all finance directors at <br />the end of July. The commissioners were to actually vote on the change this week, and <br />the change would take place for the budget year 2004. <br />6) The public hearing for the 2003 tax budget, which is provided to the county to show <br />the need to levy taxes, will be held at 7 p.m. on Monday, August 26. The legislation will <br />be on first reading on Tuesday, August 20. <br />President O'Grady reported on two meetings of the Committee-of-the-Whole: 1) The <br />Committee-of--the-Whole met on June 19. Present were the President of Council, all the <br />members of Council, the Mayor and the Director of Finance. The Director of Law could <br />not attend; however, he did submit his statemerrts and his comments in the form of a <br />memorandum. At issue was a proposed amendment to the Rules of Council, Rule No. <br />40. Specifically, these proposed changes would provide additional time for both the <br />Director of Law's office and the Clerk's office to prepare the legislation. It ensures that <br />the legislation has the opportunity and the time to be reviewed properly by the Law <br />Department. It requires that all exhibits and other attachments be attached to the <br />legislation at the time that it is requested. And it stipulates that, should a piece of <br />legislation be submitted later than what is called for in the rule, this legislation can only <br />come forward with the concurrence of the Director of Law. The members of Council <br />discussed this proposal and unanimously recommended approval based upon the fact that <br />there is now a clearly defined path for ordinances and resolutions and it specifies the time <br />that would be allotted for the Clerk and the Director of Law to review proposed <br />legislation. Councilman Gareau made a motion to adopt the proposed amendment to <br />Rule 40 of the Rules of Council. The motion was seconded by Councilwoman Kasler <br />and passed unanimously. <br />2) A second Committee-of--the-Whole meeting was conducted on July 29.
