Council Minutes of 8/6/2002 <br />very difficult for responsible dog owners to train their dogs to properly behave in public <br />,,, and off leash. He feels it is in the best interest of the residents of our community and the <br />K-9's of our city, to be required to be leashed while on any public sidewalk or street. If a <br />responsible dog owner wants to train a dog to be obedient off a leash, they can do so on <br />their own property. <br />AUDIENCE PARTICIPATION <br />Sandy Weir, 26869 Sweetbriaz Drive, said there is a sign on Canterbury Road that is a <br />directional sign for Pine School with an arrow pointing down Sweetbrier. Since the sign <br />went up, she has noticed motorcycles and vehicles coming down the street and going up <br />onto the walkway attempting to get into the pazking lot because there is no driveway <br />access from Sweetbrier. She would like to know who chose to put up this sign and why <br />since there is no entrance to Pine School by car on Sweetbrier. Mayor Musial said he <br />would look into this matter. Larry Krudy from the city Sign Department was in <br />attendance and came forward and said it was done during the tenure of former Service <br />Director Bohlmann. It was supposed to be a two-phase situation. Mr. Bohlmann had <br />requested that the sign be put on Canterbury to distinguish that the school was down on <br />Sweetbrier. Neither he nor Mr. Bohlmann ever envisioned that people would be going up <br />the sidewalk with motorcycles and cars. They thought it was for the best interests of the <br />citizens. There is no problem in taking the sign down. It was decided that the Mayor will <br />make the decision as to whether the sign will come down. Mrs. Weir said she felt that, if <br />people would do their "homework" ahead of time, a lot of work would be saved. There <br />have been a lot of problems with traffic on Sweetbrier which is a safety concern for all <br />the children going back and forth to school. The last thing the neighborhood needed was <br />more traffic. <br />Don Pangrac, 23470 Shazon Drive. <br />^ Prior to the repair of Clague Road, he had asked about the potential of having a right <br />passing lane at Delmere so that people making left turns will not block traffic all the <br />way up to Clague Road. He was told that would be considered and incorporated into <br />the project, and it has not been done. Traffic is still backing up when people aze <br />making left turns at Delmere. He would hope some consideration would be given to <br />this matter. He would like to know what the requirement is to be able to see a stop <br />sign when driving up to an intersection. City Engineer Deichmann came forwazd and <br />said the signs have to be installed as per the Ohio Manual of Uniform Traffic Control <br />Devices. He is guessing that Mr. Pangrac is suggesting there is an obstruction before <br />a sign. Mr. Pangrac said yes, and it is at Maple Ridge and Bridgeport. When you <br />come in off of W. 231, you cannot see the stop sign until you are only 15 feet away <br />because the city plamed a tree that obstructs the view. More lead-time is needed. <br />The Engineering Department will look into this. Councilman Gareau said he noticed <br />it also. <br />^ Mr. Pangrac asked why no right turn at Clague and Lorain is allowed during school <br />days. There isn't a school within a thousand feet of that intersection. If you're <br />heading south on Clague, you can't make a right turn on school days there and there <br />is not a school in the area. You should at least be able to make a right turn when the <br />9 <br />
