Council Minutes of 8/6/22
Commission as expressed in their letter of June 24. Their recommendations were that
the exterior facade of the Butternut Ridge entrance to the building should replicate in
style the Lorain Road entrance to the building. Appropriate scale and weather
protection is needed on the Butternut entrance. The sign location on Lorain Road
should be moved to the east, more in line with the detention basin or mid-point of the
lot. The Ox-Cart Library sign will need to be moved from the front of the current
library across the street and placed in an appropriate place on the north side of
Butternut Ridge as part of the gazden azea. The commission recommends that the
gazebo concept be rethought due to concerns about security and maintenance with
consideration of the following:
^ Replace the gazebo with a flat surfaced circulaz gazden similaz to the formal
gazden on the Lorain side.
^ Develop a community plan/design for the gazden azea to include at least school
classes, gazden club, and the Landmazks Commission to promote community
involvement and pride.
^ Native trees, deciduous and conifer, as well as appropriate historic plants should
be used throughout area.
Strongly consider adding apick-up window at the drop off azea while changes still
can be made.
Flag poles need to be placed in either the front azea or both front and back.
Determination of the number of flags needs to be made-U. S., Ohio, North Olmsted,
etc.
^ Add a location for a bus stop neaz the front driveway to the east.
After discussion, the committee agreed to adopt and strongly recommend all of the
suggestions of the Landmarks Commission. Further, the committee would also like to
see better use of natural lighting wherever passible, eliminate the rotunda or whatever it
is that is a round exterior structure as it does not blend well with the rest of the building.
Elimination of the gazebo was strongly advised. In the event of financial belt-tightening
on this project, it was felt that the grand scale of the north side entrance azea be
downsized. It was agreed that a letter to Spice Costantino Architects adopting the
Landmarks Commission recommendations would be forwarded, which has been done.
After consulting with the Law Director, it was determined that a copy of the minutes of
this report would also be sent to the azchitects for their inclusion.
LETTERS & COMMUNICATIONS
A letter from Kirt Wazd, the Animal Wazden, was read as he wished to address the
concerns about the changes being made to the "animal at lazge" ordinance, requiring dogs
to be leashed. The question was raised that dog owners would not be able to let their
dogs run loose in the Metropazks if this ordinance is passed. Dogs have always been
required to be leashed in the Metropazks. This is a law that the Metroparks Rangers have
always strictly enforced, and the only official acts the North Olmsted Animal Warden
performs in the Metropazks is in assisting the Rangers with domestic animals that have
been abandoned in the pazk. Another question raised is that this ordinance would make it
8
