Council Minutes of 6/18/2002 <br />are victims. In this case, he is concerned about the West Nile Virus. Law Director <br />Dubelko said he is concerned about the concept of public funds being used for private <br />;~ interest. Whenever this is done, it should be done on a case-by-case basis and in <br />consultation with the Law Department. <br />Linda Powell, 26815 Leenders Lane, said that during the last political campaign there <br />was mention of possibly televising Council meetings. She would like this to be <br />considered. It was decided that the Cable Advisory Board will take this matter under <br />consideration. Mrs. Powell is concerned about the lighting at the new Tops store. The <br />lighting that was installed causes glaze and lights up her whole house. Also, the stare is <br />using a public address system that is very laud. Mr. Limpert said that, through <br />discussions at the Planning Commission, the wattage for the lights had been reduced. He <br />requested that the Building Department look itrto the lighting to make sure what was <br />approved is in fact in place. He does not recall any discussion about an outside public <br />address system. This should also be looked into by the Building Department. <br />Patricia Deis, 26893 Sweetbriar, asked that Council pass an ordinance requiring pet <br />owners to clean up after their pets. Many dog owners are walking their pets on the Pine <br />School property in her neighborhood and it causes quite a problem, especially in the <br />warm weather. Mrs. Deis has cleaned up the area herself at times and even provided <br />plastic bags for the dog walkers, but the problem persists. Mr. Gareau said the city does <br />have such an ordinance, but it is difficult to enforce. Perhaps signs should be posted. <br />Jim Bums, 3968 Dover Center Road, asked if any follow-up had been done on the right <br />turn arrow at Brookpazk extension and Dover Center Road. He was informed that the <br />arrow has been turned off. <br />LEGISLATION <br />Ordinance No. 2002-73 introduces by Mayor Musial was given its third reading. An <br />ordinance dispensing with employing an RFP process and authorizing the Mayor to enter <br />into an agreemem with Floyd Browne Associates, Inc. for the purpose of creating a <br />master plan for a developing area within both the Willow Woods subdivision and a <br />surrounding area of Olmsted Township within the North Olmsted Sewer District, and <br />declaring an emergency. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Nashaz and passed unanimously. Ordinance No. 2002-73 <br />adopted. <br />Ordinance No. 99-126 introduced by Council Members Gareau, Miller and Kasler was <br />given its second reading as amended. An ordinance creating a new Chapter 177 of the <br />Administrative Code, entitled "Department of Planning," in order to establish a <br />Department of Planning for the City of North Olmsted and to create the position of <br />Director of Planning and declaring an emergency as amended. <br /> <br />13 <br />
