Council Minutes of b/18/2002 <br />Landmazks Commission. A second presentation was made to the Flanning Commission <br />on May 28, 2002 regarding information, input and comments, A third presentation was <br />made to the Legislative Committee of Council on June 3, 2002 at the request of the <br />chairman. An extensive construction timeline has been established and agreed to by the <br />library, the architect, construction manager and the city. In order to keep on target, <br />Council is being requested tonight to pass a demolition ordinance under suspension of the <br />rules. Hopefully, the city can go out for bid in early August, award a contract by Labor <br />Day and start demolition in September. Thanks to Council. for their consideration of this <br />request in the passing of the ordinance under suspension of the rules tonight. <br />Councilman Gareau commented that he had noticed the flag pole had been removed from <br />the former James Lumber site and wandered what happened to it. He had hoped to <br />suggest it be relocated to another city property for use. Service Director Thomas said <br />there had been a lot of interest, from employees and residents, regarding parts of the <br />James Lumber building. He spoke to the Law Department about this, and he told people <br />to hold off. However, his conversation with one employee was misunderstood and the <br />employee thought it was okay to take the flag pole. The employee is willing to pay for <br />the flag pole as it was a misunderstanding. Mr. Gareau said he had also noted some <br />activity on the property and a number of vehicles parked on the property and that the shed <br />door is often open. Service Director Thomas said that city vehicles have been using the <br />property and also the survey people from the construction firm have been out there <br />looking at the property. However, the gate to the main lot is kept locked. <br />With regard to the library, Councilman Miller asked the Mayor if there. was a North <br />Olmsted Library Committee as referred to by Mr. Raig in a discussion at the Cultural <br />Arts. Committee. Mayor Musial said there was no formal North Olmsted Library <br />Committee, but there is a Friends of the Library Committee' of which he is aware. <br />Councilman Miller noted that Spice Costantino Architects sern a letter to Council asking <br />that written comments or questions be presented by Friday, June 21. Therefore, he has <br />asked the Landmarks Commission to review the project and give Council their input as <br />they are an advisory board to Council. This is a project that belongs to the entire city and <br />the boards and commissions and Council should have every opportunity to present their <br />input. The Mayor agreed and said that is why tried to make sure that ail of Council and <br />all board and commission members were notified. <br />Law Director Dubelko: 1) Along with the Directors of Safety, Service and Finance, he <br />attended a negotiating session with the firefighters on June 5. The session lasted about 6 <br />hours and has been continued to June 26. <br />2) He recognized Assistant Law Director O'Malley's efforts in the handling of the RTA <br />Park-n-Ride facility Land acquisition cases. Mr. O'Malley did a good job working with <br />RTA legal counsel on both of the cases. Under our operating agreemerrt, we do have an <br />obligation to fully cooperate with RTA in malting this Park-n-Ride facility a reality. This <br />evening, Council will consider Ordinance 2002-96 which authorizes the expenditure of <br />$190,000 for the purchase of the second piece of land.
