Council Minutes of 6/18/2002 <br />additional commitment to the City of North Olmsted, a $10 million bus garage to be built <br />in the industrial parkway and which will house up to 60 buses indoors. This project is <br />planned for ZOOS-2006. <br />2) The Northern Ohio Golf Association has commenced building their administration <br />building and museum on the North Olmsted Golf Course. The foundation is in and it is <br />proceeding quite nicely. <br />3) He is pleased to announce that it does look like the Springvale Golf Course will be <br />open on August L <br />4) Everyone is invited to attend the annual Fourth of July bike decorating contest, parade <br />and picnic. <br />S) A very successful employee appreciation day picnic was held on Friday, June 14. He <br />would like to recognize Safety Director Lisa Thomas who organized the event quite well. <br />There was a committee of approximately 1 S people representing nearly all the <br />departments. They gathered door prizes which were awarded to lucky individuals. About <br />1 SO people attended the picnic. Because of donations, the net cost of the picnic was only <br />$12. Lisa Thomas deserves a round of applause! <br />6} An update on the library is as follows: The proposed elevation drawing was in <br />existence since before the vote of the library November 2000 and was first shown to the <br />public in the city tent during Homecoming of August 2000. The monies for the library <br />project were borrowed in late 2000, early 2001. In December of 2000, Council passed <br />legislation authorizing the Mayor to enter into an agreement with the Cuyahoga County <br />Library Board of Trustees, which was signed by both parties on December 19, 2000. <br />Almost immediately, a dialogue ensued between legal counsel for the library trustees and <br />legal counsel for the city as to questions involving using a general contractor or a <br />construction manager with multiple primes. The issue was resolved in early 2002 by an <br />agreement of going out to bid bath ways;. a single bid utilizing. a ,general contractor and <br />simultaneously using a construction manager and going out with multiple prime bids. <br />Negotiation early 2001 commenced to purchase the properties, with the four Butternut <br />Ridge property purchases being consummated in March of 2001. The approximate <br />purchase prices were: Canepa property for $240,000; Dyer property for $98,000; Davis <br />property for $122,500; Dunphy property for $2fi0,000. Also, the James Lumber property <br />was purchased in August of 2001 far $1,4 million, and the abandoned gas station <br />property was purchased in November of 2001 for of $475,000. Council authorized the <br />Mayor to sign a contract with Spice Costantino Architects in April 2001, and the formal <br />contract was entered into on February 8, 2002. The contract with the construction <br />manager, H. R Gray, Inc., was entered into on April 11, 2002. The matrix of approvals <br />and responsibilities between the architect, City of North Olmsted, H. R. Cray, Inc. and <br />library board of trustees was generally finalized per letter from Joyce Dodrill, County <br />Prosecutor and legal counsel for the library board of trustees, on April 11, 2002 and <br />confirmed at a meeting held on May 8, 2002 of all the parties. A press release was sent <br />out on April 18, 2002 inviting residents, all of Council and members of boards and <br />commissions to attend the presentation on May 6, 2002 by the architect and the library <br />regarding information and asking for input and comments. Besides each member of <br />Council being invited, members of the boards and commissions being individually <br />invited included the Board of Zoning Appeals, Architectural Review Board, Board of <br />Building Code Appeals, Cultural Arts Commission, Planning Commission and the <br />2 <br />.. <br />
