Also, every summer RITA employees do go to the <br />`''~` apartment buildings and make a list of all the residents to make sure they are filing <br />income tax returns. <br />3) RITA has forwarded our June receipts, which marks the halfway point. We are about <br />$43,000 below last year's collections, which is less than 1%. But usually the highest <br />amount is collected in the first half of the year. Our withholdings are still remaining a <br />consistent 72% of the total collections. That is good, but we are probably going to end up <br />behind. <br />4) She would also like to thank Lisa Thomas for the employee appreciation picnic. <br />Although she was not able to attend, her department had a wonderful time. She applauds <br />Lisa for taking the initiative, embracing it and making it her own. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Monday, Tune 17. In attendance were committee members Kasler, Limpert, McKay; <br />Council members Gareau, Nashar and Miller; Council President O'Grady; Law Director <br />Dubelko, Service Director R Thomas, Safety Director L. Thomas, Finance Director <br />Copfer, Engineer Deichmann. Agenda items were as follows: <br />^ Ordinance 2002-82, an ordinance amending Section 955.02 of Chapter 955 of the <br />Codified Ordinances, "Sale of Surplus Personal Property," to authorize the Director <br />of Public Service to dispose of surplus personal property with a fair market value of <br />$1,500 without Council approval and by auction and declaring an emergency. This <br />would allow the Board of Control, rather than Council, to dispose of surplus property <br />valued up to $1,500. Previously, it had been $1,000.. The Safety Director may solicit <br />offers or go to the public auction. Any item aver $1,500 must be approved by the <br />Council and the Mayor. The committee re~ornmended approval. <br />^ Resolution 2002-84, a resolution authorizing the Director of Public Safety to solicit <br />bids for the rental of golf carts and other vehicles for Springvale and authorizing the <br />Mayor to enter into a contract for said vehicle. remals subject to the approval by the <br />Board of Control and declaring an emergency. The vehicles that are rented are 75 <br />golf carts, 3 utility carts and 1 beverage cart. The cost is expected to be in the <br />neighborhood of $200,000. Due to the golf course opening in August, the committee <br />recommended suspension of the rules requiring three readings and approval. <br />^ Ordinance 2002-89, an ordinance authorizing the Mayor to enter into an agreement <br />amending the existing the capital charges agreement between the City of North <br />Olmsted and the City of Fairview Park in order to provide for the assessment of <br />additional debt service charges to the Fairview Park service area relating to the loans <br />made to the City of North Olmsted for five capital improvement projects. This was <br />from 1992 to 1997, which in part benefited the Fairview Park service area. The <br />committee recommended suspension of the rules requiring the three readings and <br />approval. <br />^ Ordinance 2002-90, an ordinance creating a new Chapter 1369 of the Building Code <br />entitled "Charges for Emergency Municipal Services" and declaring an emergency. <br />If the city is bwdened with the cost of responding to emergencies caused by the <br />negligence and recklessness or in violation of the law by a construction company or a <br />6 <br />
