Council Minutes of 6/28/20(12 <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />committee met on June 17 to re-discuss Ordinance 2002-71. Present were Safety <br />Director Thomas, Service Director Thomas, Dennis Long of the North Olmsted <br />Wastewater Treatment Plant, City Engineer Deichmann, Law Director Dubelko, Finance <br />Director Copfer, President of Council O'Grady, committee members Kasler and Limpert <br />and Council members Miller, McKay, Gateau and Nashar. There were several issues <br />that still needed to be answered. The major issue was exactly what the pay range for this <br />position would be. It was the intent that once Ordinance 2002-71 was passed, a second <br />companion piece would be introduced. It has been agreed upon that the second piece will <br />be introduced before passage of Ordinance 2002-71. The second piece of legislation will <br />be introduced tonight and will be reviewed by the Finance Committee. There was also a <br />question as to whether the position would becalled afull--time and part-time as in the <br />ordinance or whether it would be just one or the other. This issue was to be resolved by <br />the administration, and the administration has decided to amend the ordinance to make <br />the position part-time. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The committee met on June 11. Presetrt at the committee were members Kasler, <br />Nashar and Miller; other members of Council; the Safety and Law Directors, the City <br />Prosecutor and Traffic Engineer. Agenda items were as follows: <br />^ Ordinance 2002-85, an ordinance creating new Chapter 763 of the Business <br />Regulation Code entitled "Tattoo Operations and Dermagraphic Art Studios." <br />Questions were asked regarding the penahy of $400 which exists in the attachment of <br />the ordinance and the age of 19 designated in that ordinance as well. Further, the <br />question of enforceability was posed. No resolutions were amved at during the <br />meeting since the Law Director suggested that certain legal issues exist and remain to <br />be addressed with regard to this ordinance. The committee unanimously agreed to <br />hold the ordinance in committee for review by the Law Department. <br />^ Ordinance 2002-86, an ordinance amending Section 505.13 of the General Offenses <br />Code entitled "Rabies Vaccination of Dogs and Cats Required" to include ferrets as <br />pets required to receive rabies vaccinations was discussed. The ordinance was <br />initiated at the request of the Animal Warden and introduced by Mr. Nashar. The <br />concern of the Animal Warden was that he has reported problems at pet shops and <br />then at homes regarding ferret bites. Questions arose from the committee and <br />Council members regarding whether or not a legitimate risk exists in order to warrant <br />this ordinance. It was brought to the committee's attention that the County Board of <br />Health sponsors vaccinations for a certain form of rabies associated with these <br />animals, and noted an increasing problem in this area. This county department <br />requires that ferrets be vaccinated as of February 1999. This ordinance was held in <br />committee and referred to the Law Department to investigate whether we are <br />governed by these county standards and whether then this is a necessary ordinance. <br />The committee unanimously approved holding this ordinance in committee for further <br />review by the Law Department. <br />• Ordinance 2002-87, an ordinance amending Section 505.02 entitled "Dogs and Other <br />Animals Running at Large," so as to require dogs to be leashed and under control <br /> <br />8 <br />
