Council Minutes of 6/4/2002 <br />the zoning to allow for facilities to be built that are included within the Motorist <br />.,,~ Service District. Ordinance 2002-81 and companion Ordinance 2002-80 will require <br />public hearings, which will be set at a future date. <br />Councilman Limpert, chairperson of the Environmental Committee: 1) The committee <br />met on June 3. Present were committee members Limpert, Dailey and Kasler; Law <br />Director Dubelko, Finance Director Copfer, Safety Director Thomas, Service Director <br />Thomas, Dennis Long of the Wastewater Treatment Plant; President of Council O'Grady; <br />Council Members Nashar, Miller, McKay and Gareau. The committee discussed <br />Ordinance 2002-71 which will create a new section of the code, Section 141.08, to allow <br />for an environmental engineer. This could be a full-time or part-time position as need <br />requires. The prime responsibility will revolve around the Wastewater Treatment Plant <br />to be sure that we stay out of any future consent decrees. But it will also encompass any <br />other areas of hazardous waste or environmental issues within the city. In concept, the <br />committee agreed with this ordinance, but there is some question on wording that perhaps <br />needs to be revised. The committee recommended that this ordinance move through <br />second reading, and the wording will be cleaned up in time for the ordinance to be passed <br />at the next meeting. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on June 3. All committee <br />members were present as were Tim Hunsicker of Spice Costantino Architects and George <br />Dailey of H. R. Gray and Associates. Two agenda items were discussed: <br />• A presentation of conceptual plans for the proposed new library. The library itself <br />will be 30,000 square feet, with room for an additional 6,000 square feet. The <br />entrance driveway is designed to minimize the likelihood of cut-throughs from <br />Butternut Ridge to Lorain. There will be 123 parking spaces, speed bumps, a book <br />drop that will be covered and have two heights to accommodate for anything from an <br />SW to a sports car. The trash service entrance will be located on the east side of the <br />building. On the west side, there will be a children's garden that will be fenced in <br />along the side of the driveway for controlled programs supervised by staff or <br />volunteers of the library. There will be a tree/arboretum area. Hopefully, it will be an <br />education facility with specimen trees with the names and types of the trees posted. <br />There are plans for a gazebo, approximately 20 feet by 20 feet, to be made primarily <br />of wood. As far as outdoor lighting, they are aware that we have a precedent of <br />requiring zero candle power at the lot line. It is anticipated widening Butternut Ridge <br />Road to allow for a turning lane for westbound traffic. It should be noted this is a <br />conceptual plan, they are in the design/development phase. There will be an outdoor <br />vestibule on the south side of the building before eirtering the rotunda. The structure <br />will be designed in a Western Reserve type Colonial design. It was explained that <br />Western Reserve is actually a time period as opposed to an actual architectural <br />design, and it is sometimes difficult to peg down. An example given was the <br />triangles that are on the building front and rear usually would be made of wood, in <br />this case they will be brick. Brick vn the building will be Harbor View brands <br />~'- Westbrook, which is a rough dark red. The shingles will be slate gray. A 1,400 <br />7 <br />
