Council Minutes of 6/4/2002 <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on June 3. Present were committee members McKay, Gareau and <br />Nashar; President O'Grady; City Engineer Deichmann, Traffic Engineer Griffith, <br />Building Commissioner Conway, Mayor Musial. Agenda items were as follows: <br />• A proposal for Chambers Funeral Home to be located at 29150 Lorain Road. <br />Representing Chambers was architect Jeff Grusenmeyer and Dan Chambers and Art <br />Lawrence. The proposal calls for alterations to the existing building to accommodate <br />a funeral home. The brick that is currently on the building is a mixed fake lava stone <br />which will come off. The entire building will be all face brick, adding trim and <br />cornice work at the top. Windows will be added on the south and east side of the <br />building. The current shingles will be replaced with a gray slate shingle. There will <br />be a total of 97 parking spaces, 5 of which will be land banked. The ingress and <br />egress from Lorain Road will be straightened out and will be made wider. It has been <br />agreed upon by the neighbors who live behind this building that a 6 foot vinyl fence <br />with lattice work panel on the top will be installed along the north property line. <br />There will be light poles added with zero light to the property line. There will be <br />additional landscaping, and the plans are to save approximately 5 trees. After <br />discussion, the committee unanimously recommended approval of Chambers Funeral <br />Hame at 29150 Lorain Raad subject to the recommendations of the various boards <br />and commissions and the City Engineer. Councilman Nashar moved that Council <br />approve the Chambers Funeral Home, 29150 Lorain Road, subject to the <br />recommendations of the various boards, commissions and the City Engineer. The <br />motion was seconded by Councilman Gareau and passed unanimously <br />• Three ordinances that were introduced by Councilman Gareau. Ordinance 99-77, an <br />ordinance creating new and revised Section revised 1126.02, 1161.12 and 1161.121 <br />of the North Olmsted Zoning Code relating to commercial lighting and structures. <br />Ordinance 99-79, an ordinance creating Chapter 556 of the General Offenses Code of <br />the Gity of North Olmsted entitled "Lighting Nuisance Control" and declaring an <br />emergency. These two ordinances will be revised. The Chamber of Commerce will <br />be invited to be present for their input pertaining to lighting. The Planning <br />Commission has had several discussions pertaining to the lighting, and they will be <br />invited to participate in these two ordinances. Ordinance 2000-161, an ordinance <br />creating new Section of 165.16 of Chapter 165 of the Administrative Code of the <br />City of North Olmsted entitled "Procedure for Minor Changes" in order to establish <br />an expedited approval procedure for minor changes to historical structures and other <br />buildings and structures located in historical districts and declaring an emergency. <br />These three ordinances are going to be held in committee, and two of them will be <br />discussed at a committee meeting on June 17. Ordinance 2000-161 will be held in <br />committee for further discussion. <br />• Ordinance 2002-81, an ordinance providing for the amendment of the zone map of <br />the City of North Olmsted by changing the hereinafter described parcel of real <br />property located at 31515 Lorain Road from Limited Industry-Industrial Park District <br />to Motorist Service District. This will require a public hearing. (Committee member <br />Councilman Michael Gaseau Jr. abstained from the vote on the ordinance as Michael <br />Gareau Sr. is legal counsel for the owner of the property.)
