Council Minutes of b/4/2t)02 <br />Finance Director Copfer: 1) She previously reported that the Ohio Senate and House <br />were trying to solve their budget problems and had potentially discussed reducing local <br />government funding by 6%. But in the final analysis, they decided that might not be such <br />a good idea. There is no reduction for local government and library funds in the budget <br />that was passed and agreed upon by the House and Senate. Also, they had tried to get a <br />caveat that the Governor could, without a further act of the legislative body, just reduce <br />the funds, but that was also defeated. That provision, if passed, could have impacted the <br />city by approximately eighty-two thousand dollars. <br />2) With the 2002 Olmsted Township rate being settled and being billed by Cleveland <br />Division of Water, and the EPA consent decree being resolved, the Finance Department <br />began the Olmsted Township's one year prior sewer charge bills. The bills were printed <br />today and will be in the mail by the end of the week. They have 30 days to pay them. <br />3) As the Law Director mentioned, they spent a lot of time finalizing the agreement to <br />amend the capital agreement with Fairview Park. It has been a long process. The <br />documents that had to be pulled together were excessive over a long period of time. <br />4) The $1,650,000 2002 capital improvement notes were sold today. They are one year <br />notes and have an interest rate of 2.15%, which is about 1/2% higher than what we are <br />earning on interest. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Monday, June 3. Present were committee members Kasler, Limpert and McKay; Council <br />members Gareau, Nashar, Dailey and Miller; Council President O'Grady; Mayor Musial, <br />Administrative Assistant Creadon, Environmental Engineer Long, Service Director <br />Thomas, Safety Director Thomas, Law Director Dubelko, Finance Director Copfer. The <br />following items were discussed: <br />• Ordinance 2002-73, which authorizes the Mayor to employ Floyd Brown Associates <br />Inc. for the sewer district plan involving Olmsted Township and North Olmsted. The <br />City of North Olmsted owns and operates the Wastewater Treatment Plant which <br />presently treats both entities. The last master plan was completed for the city by <br />Floyd Brown Associates in 1968. Due to the fact that Floyd Brown Associates <br />prepared the original master plan, it was determined that they are the most qualified <br />to prepare the new master plan. This will not overburden our present treatmerrt plant, <br />and the committee recommended approval. <br />• Ordinance 2002-76, which eliminates the one thousand cubic foot charge per quarter <br />on the sewer use. However, there will be a charge for the operating, maintenance <br />component and the debt service component. Those will be in place for those using <br />less than 1 MCF. Approximately 1,400 users will be affected. Because the <br />Wastewater Treatment Plant has been in compliance with the EPA standards and with <br />the reductions in the legal fees and fines, we are not expected to lose any revenue <br />from the reduction. A change in the fourth Whereas of the ordinance will read, "Over <br />a period of time, the current sewer use rate and the current sewer rate structure <br />contained in Chapter 915.04 has been reviewed as well as the alternatives to the <br />current sewer rate structure." The fifth Whereas was amended by eliminating the <br />words "task force has recommended that be in place" before the word "current." The <br />"' committee recommended approval of Ordinance 2002-76. <br />
