Council Minutes of 6/4/2002 <br />Councilman Gareau, chairperson of the Recreation, Public Parks & Buildings Committee: <br />,;~,_ 1) The committee met on June 3. Present were the committee members, other members <br />of Council, the Council President, Mayor, Director of Law Dubelko, Director of Finance <br />Copfer, Safety Director Thomas, Service Director Thomas and Springvale Manager <br />Marty Young. There was one item on the agenda, a discussion of the $2.4 million capital <br />improvement project at the Springvale Golf Course. Safety Director Thomas presented <br />to Council a status on the project: where it's been and where she hopes the project will <br />be in the near future. By way of history, the project commencement date was September <br />24, 2001. Bids were opened three days earlier, and the comract for the improvement <br />project was signed on September 24. The original projected date of completion was May <br />31, 2002. Since the date of commencement, there have been a total of S 1 days when the <br />weather did not interfere with the ability to work on the site. As reported by Safety <br />Director Thomas, the weather has been a very significant factor in the ability to complete <br />the project on time. As a result, grading of the land and seeding for grass purposes has <br />been nearly impossible. Seeding requires three or four days of sun to dry out the land; <br />and there haven't been too many days when we have had three or four days of dry <br />weather. It appeared that the project was at a near standstill for almost two months. <br />Between Christmas and April 17 of this year, there was one day where the project work <br />production was at .100%. The other days were either at less than 100% because of <br />saturation, snow, rain or holidays. The new estimated date of completion has been <br />revised for the golf course to be August 1. Fourteen of twenty-four tee boxes have been <br />seeded following grading. The crews have worked very hard and have been taking <br />advantage of the good weather when they can. The course will require six to eight weeks <br />following seeding to germinate before the course can actually be played. The clubhouse, <br />which is also undergoing renovations, is estimated for completion on September 1. <br />Service Director Thomas indicated that the asphalt machine is up and running. It's been <br />modified with the efforts of the Fleet Maintenance Department. It is being fine-tuned and <br />it will begin to lay the asphalt golf cart paths around Springvale hopefully in the very new <br />future. It had been expected that the course would be generating revenue between June <br />and July. Unfortunately, as a result of the delays, the Springvale budget is no longer <br />balanced. Potential lost revenue for the momhs of June and July could be between one <br />hundred and three hundred thousand dollars. This will require some further action on the <br />part of City Council in order to transfer funds from the General Fund to bring the <br />Springvale budget back into order. The exact amount cannot be determined until the <br />course opens. He personally requested, and it was the consensus of all present, that <br />Council be apprised on a frequent continuing basis as to the amount of money that will <br />ultimately be necessary to correct the shortfall. The administration indicated it would <br />apprise Council when that information became available. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane <br />• Regarding Ordinance 2002-71, the hiring of an administrative environmental <br />specialist, he finds it ironic the community is going to consider this ordinance since <br />this is the community that contracts everything out. We contract our garbage pickup <br />out. We contract our leaf pickup out. The city might want to consider hiring an <br />~:;. <br />9 <br />
