MINUTES OF THE MEETING OF THE COUNCII. <br />OF THE CITY OF NORTH OLMSTED <br />MAY 21, 2002 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br />President of Council O'Grady called the meeting to order at 8 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the Council meeting of May 8, 2002 were approved as written. <br />President O'Grady made the following announcements: (1) Ordinances 2002-74, <br />2002-77, 2002-78, 2002-79 and Resolution 2002-75 will be passed under suspension of <br />the rules. (2) The 2002 Scout Honorary Officials will hold their annual Mock Council <br />Meeting on June 4 from 6:45 p.m. until 7:25 p.m. and will be recognized at the Council <br />meeting that evening. <br />RE_ <br />Mayor Musial: 1) A most important story is the July 1995 U. S. EPA consent decree was <br />ended on May 13 when Judge Ann Aldridge brought to an end more than 20 years of <br />enforcement actions against the City of North Olmsted by signing an order that <br />terminated the consent decree. The judge's order is an affirmation of the course of action <br />the city has been following since the mid-1990's. He commends the actions of Mayor <br />Boyle, previous Council and current Council members for their cooperation in putting the <br />consent decree behind us. By continuing the course of action that was started back then, <br />the city has been able to maintain a level of performance that allowed for Judge <br />Aldridge's order while holding costs level, thereby avoiding a sewer rate increase during <br />the past two years. <br />2) He is pleased to announce the appointment of Cheryl Farver to the position of <br />Director of Personnel and Administrative Services. Mrs. Farver has a BA in Public <br />Administration from Capitol University. She brings with her more than 20 years of <br />diversified municipal experience. She is accomplished in public finance, government <br />employment law, zoning code establishment, implementation and enforcement, grant <br />financing, contract negotiations, economic development, workers compensation claims <br />and personnel management. <br />3) On May 15, he attended and spoke at the North Olmsted High School honors reception <br />at St. Clarence. Close to $4 million in scholarships were given to students. <br />
