Council Minutes of 5/21/2002 <br />• The Endowment and Grant Fund was increased by $3,136 due to the donations to the <br />skatepark. <br />• Springvale Capital Improvement Fund increased $52,357 from the Wastewater <br />Treatment Plant. <br />The committee recommended approval. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on May 14. Present were committee members McKay, Gareau <br />and Nashar; Councilmen Limpert, Miller, Dailey; President of Council O'Grady; <br />Assistant Building Commissioner Rymarczyk and City Engineer Deichmann. Agenda <br />items were as follows: <br />• Dale Schmidt's request to redefine the zoning of P. P. No. 234-08-001 and to redefine <br />(provide for additional uses) the Motorist Service District. The parcel is located at <br />31515 Lorain Road, and is the sports soccer field on the far west end of town (south <br />side of Lorain Road approximately 200 feet east of the Lorain County line) and <br />encompasses approximately 6 1/2 acres. The definition of the Motorist Service <br />District zoning is to permit various uses including recreational and sports facilities, <br />retail printing, telecommunications and wireless services, convention facilities and <br />drive-up banking facilities. This request was heard by the Planning Commission at its <br />April 23 meeting and approval was recommended. After discussion, the committee <br />recommended approval subject to the recommendations of the various boards and <br />commissions of the city. (Councilman Gareau abstained from the voting as Mr. <br />Schmidt is represented by Michael Gareau Sr.) The two pieces of legislation are <br />being introduced this evening. <br />• Sears Automotive Center located at 5000 Great Northern Boulevard. Representing <br />Sears was Yann Cowart and Dennis Richmond. The proposal is to construct an <br />enclosure for the waste oil receptacle and dumpster. The brick material will match <br />the existing block material presently on the building. The receptacle will be above <br />ground and attached to the east side of the building. The oil will be piped into the <br />double container receptacle which will be equipped with an alarm when the container <br />is full. There will be a roof on the oil container for additional safety. Fire Chief Bak <br />had no objections and recommended approval. After discussion, the committee <br />unanimously recommended approval subject to the recommendations of the various <br />boards and commissions of the city. Councilman Nashar moved that Council approve <br />the proposal of the Sears Automotive Center, 5000 Great Northern Boulevard, subject <br />to all the recommendations of the various boards and commissions. The motion was <br />seconded by Councilman McKay and passed unanimously. <br />• OSV Productions, located at 29605 Lorain Road, a proposal to construct a 2,880 <br />square foot one-story addition to the east side of the existing building. Representing <br />OSV was Mr. Meyer, the architect, and Mr. Smith, one of the owners. The addition <br />will include a garage door opening to unload and load material sets. This is a video <br />filming business, and they need additional roam for the sets. All the building <br />materials will match the existing building. The four parking spaces on the east side of <br />the building were scheduled to be land banked, but the committee asked that the <br />spaces be opened up to be used as aturn-around area for the new building.
