Mayor Musial said they <br />should call Service Director Ray Thomas. <br />Bob Hughes, 18705 Rockland, Cleveland, Ohio, wanted to congratulate everybody who <br />put their efforts into saving the North Olmsted school system. For the past two weeks, he <br />has visited various places in North Olmsted and asked for support for the school system. <br />For the past twenty years, he has been trying to help people. In the 1980's, he asked that <br />shelters be built for the homeless, and he has asked physicians to help the poor and needy <br />people. He thanked his friends for giving him the support to keep up his work. <br />Bill Bruton, 26724 Sweetbrier Drive, said that for years there was a yellow flashing light <br />at the end of Carnerbury and also on Claque Road. Recemly, those systems have been <br />changed to allow pedestrians to push a button to activate the flashing lights. He asked if <br />the color of the lights could be changed to red. Mr. Limpert explained that the Traffic <br />Engineer has informed Council that Ohio law does not allow the use of red flashers. He <br />explained that the reason the flashers are not on continually is that motorists react better <br />when the flashers only work when needed instead of flashing constantly. Mr. Miller <br />agreed that the Traffic Engineer had advised that the state code does not allow red lights <br />for that purpose. He noted that he was also concerned about the color of the flashers. <br />Fire equipment leaving the stations have a red flashing light, but an area where children <br />may be crossing only has yellow flashers. Mr. Dailey said that the city is looking into <br />putting in an in-ground caution light system at Claque Road. If it is successful there, <br />perhaps it can be installed on Carnerbury Road. <br />Bob Hughes, a member of the Northeast Coalition for the Homeless, asked that people <br />who are able donate money so that more shelters can be built for the homeless. There are <br />7,700 people in Cleveland who could use this help. <br />LEGISLATION <br />Ordinance No. 2002-48 introduced by Mayor Musial was given its third reading. An <br />ordinance designating the revenues derived from the co-location of Sprint PCS on the <br />AT&T monopole at Claque Park, and declaring an emergency. Councilman McKay <br />moved for adoption. The motion was seconded by Councilman Gareau and passed <br />unanimously. Ordinance No. 2002-48 adopted. <br />Resolution No. 2002-50 introduced by Mayor Musial on behalf of himself and the entire <br />Council was given its third reading. A resolution authorizing the Director of Public <br />Service to advertise for bids for water main cleaning, repairing and relining and other <br />improvements at Summerland Avenue, Virginia Avenue, MacBeth Avenue and Esther <br />Avenue as detailed in the plans and specifications on file and authorizing the Mayor to <br />comract for the same, and declaring an emergency. Councilman Limpert moved for <br />adoption. The motion was seconded by Councilman Gareau and passed unanimously. <br />Resolution No. 2002-50 adopted. <br /> <br />9 <br /> <br />
