An ordinance amending Sections 351.04 and <br />351.20 of the Traffic Code in order to remove from Chapter 351 duplicative provisions <br />relating to handicapped parking violations and provisions which properly belong in <br />Chapter 1161 of the Zoning Code, and further to bring the substantive provisions of <br />Section 351.20 up to State Code, amending Ordinance Number 2001-127 so that it is <br />consistent with the foregoing changes to Sections 351.04 and 351.20; and declaring an <br />emergency. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 2002-52 adopted. <br />Ordinance No. 2002-56 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor to receive proposals and to enter into an agreement for <br />designing influeirt control gates at the Dover and LeBern Pump Stations; and declaring an <br />emergency. <br />Ordinance No. 2002-57 inrtroduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter irno an agreement <br />with Medical Mutual of Ohio to provide third-party administrator services, and a stop <br />loss insurance policy, to the city in connection with the city's self-insured health care <br />program for city employees, and declaring an emergency. <br />Ordinance No. 2002-59 introduced by Councilwoman Kasler was given its second <br />reading. An ordinance providing a method for determining the salary ranges for non- <br />bargaining unit secretary positions by reference to comparable bargaining unit positions, <br />and otherwise re-establishing the rates of compensation for various administrative and <br />legislative personnel and declaring an emergency as amended. <br />Ordinance No. 2002-61 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Director of Public Service to request proposals from land <br />surveyors for a land survey for the new North Olmsted branch library; further, <br />authorizing the Mayor to enter into an agreement with the surveyor selected in the RFP <br />process; and declaring an emergency. Councilman McKay moved for suspension of the <br />rules requiring three readings and committee review; second by Councilman Limpert. <br />Roll call: McKay, yes; Limpert, yes; Dailey, yes; Gareau, no; Kasler, yes; Miller, yes; <br />Nashar, yes. The motion passed with six yeas and one nay. Councilman McKay moved <br />for adoption, and the motion was seconded by Councilman Limpert. Roll call: McKay, <br />yes; Limpert, yes; Nashar, yes; Dailey, yes; Miller, yes; Gareau, yes, with comment that <br />he voted no on the motion for suspension of the rules because Ordinances 2002-61, <br />2002-b2 and 2002-63 implement a request for proposal process with which he is not <br />entirely familiar. It's a new process, and he would have preferred to see the matter <br />reviewed in committee. His vote is yes on the substance of the ordinance. Roll call <br />continued: Kasler, yes.
