MINUTES OF THE SPECIAL MEETING OF THE COUNCIL

<br />President of Council O'Grady called the special meeting to order at 6:45 p.m. in Council
<br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio.
<br />FINANCE CQ'~'EE REPORT
<br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on
<br />Tuesday, April 23. Preserrt were committee members Kasler, Limpert and McKay;
<br />Council members Nashar, Gareau, Dailey, Miller; Council President O'Grady; Mayor
<br />Musial, Law Director Dubellco, Finance Director Copfer, Service Director R. Thomas,
<br />Safety Director L. Thomas, City Engineer Deichmann, Assistant Engineer Griffith,
<br />Personnel Director Popa; and master benefits consuharrts William Ryan and Don
<br />Knepper. The following legislation was discussed:
<br />Ordinance 2002-54, which provides for the issuance and sale of notes in a maximum
<br />aggregate principal amount of $1,375,000, in anticipation of the issuance of bonds to
<br />pay the cost of improving certain designated streets in the city, in cooperation with
<br />the Ohio Department of Transportation and otherwise, by grading, draining,
<br />widening, replacing sections of pavement, preparing the surface, surfacing and
<br />resurfacing, constructing and reconstructing sections of the pavement base, curbs,
<br />gutters, catch basins, sidewalks and driveway approaches and installing traffic signs,
<br />signalization and signalization systems, where necessary, in each case together with
<br />the necessary appurtenances and work incidental thereto. This ordinance is
<br />necessary to pay for the cost of improving the intersection at Clague Road and
<br />Lorain Road and also to improve Lorain Road from the westerly corporation line
<br />easterly to Canterbury Road. The following streets are included: Andorra Drive,
<br />Azalea Lane, Benwood Circle, Brendan Lane, Bristol Lane, Amelia Lane, Chapel
<br />Hill Drive, Cottonwood Trial, Country Club Boulevard, Darby Lane, Dogwood Trail,
<br />East Park Drive, Fairfax Lane, Forestwood Parkway, Gardenia Drive, Great Northern
<br />Boulevard, Kew Drive, Kingston Circle, Laurell Lane, Laurell Woods Circle, Lisa
<br />Lane, Lusandra Circle, Marcie Lane, Marquette Boulevard, Mary Kay Circle,
<br />Nandina Drive, Newton Circle, Oring Drive, Park Place, Pine Circle, Sudbury,
<br />Sweetbriar Drive, Timber Cove Lane, Wisteria Circle, Westview Drive, Winton Park
