Counci[ Minutes of 4/Z/ZQ02 <br />progress. They want to thank the city and the coumy library system for working together <br />to ensure that we get a library building of which everyone can be proud. To ensure a <br />quality building, they hope the city will hire afull-time construction manager. <br />Robert Ralph, 4523 Brendan Lane, noted that Ordinance 2002-29 had been removed from <br />the agenda and asked when the paving of Canterbury Rom was put on the agenda. Mr. <br />McKay replied a yeaz ago. Mr. Ralph is concerned about the repair of Brendan Lane <br />which has been pending for a long time. He read from Mr. O'Grady's previous campaign <br />literature where he talked about Council working together to get Brendan Lane repaired. <br />Mr. O'Grady said that he and Mr. Dailey had fought to get Brendan Lane done last year <br />but were unsuccessful. He thought they had assurances that it would be done this year, <br />and it is on the capital improvements list. Mr. Dailey said that Brendan Lane has been <br />stated for repair as far back as 1998. The street is crumbling, and he spoke with members <br />of the Service Departmem who said it is the worst street in the city. Mr. Ralph said an <br />engineer came down the street trying to mark the street for slab pavemem and could not <br />find enough concrete to mark. Mr. Ralph read from a memo that Mayor Musial wrote to <br />Councilman Lzmpert where he said that Brendan Lane needs attention and it appears <br />appropriate to move Brendan Lane to the top of the list of streets requiring street repair <br />for fiscal year 2002. The Mayor requested that the Service Department ascertain the <br />approximate cost of the Brendan Lane street repair. Mayor Musial said he did put <br />Brendan Lane on the capital improvements list. Mr. Ralph said he did not believe it was <br />on the list, and Mr. McKay showed him the list. Regarding Ordinance 2002-29 being <br />removed from the agenda, Mr. Dailey said he was thrilled. He almost finds it appalling, <br />when there are existing streets that are crumbling and in a terrible state of repair, that <br />consideration be given to spending $700,000 for a new project. He would like to think <br />the ordinance was removed because so many residents were in attendance. Mr. Limpert <br />said he is familiar with the memo written by the Mayor, and that was one reason why he <br />requested that Council get together as a Streets & Drainage Committee to discuss these <br />various improvements. He wanted South Canterbury Road to go through the Streets & <br />Drainage Committee. He has tried to arrange a street tour of the city by Council so that <br />the streets can be assessed. There are other streets that have been on the repair lists for <br />many years also. Some Council members may have been alarmed when the <br />administration proposed a capital improvement budget for two years which would <br />average out to the prescribed amount that the Finance Director would recommend as <br />fiscally responsible. At the last capital improvements meeting, all projects with the <br />exception of those being funded with grant monies were being placed back on the table. <br />It is important for residents to be at the meeting to make sure that Council is aware that <br />these projects aze not out of sight, out of mind, and they aze important to the residems in <br />those areas. Mrs. Kasler said that the Brendan Lane project has been bumped for more <br />yeazs than she has been on Council. Her understanding of this project is that it was to be <br />a tear-out of the street in order to do it properly. However, on the list preserved by the <br />administration, Brendan Lane is listed for slab repair of S380,000. Her question at the <br />capital improvements meeting was is that enough money and is that enough work? She <br />referred it back to the administration and was told this evening that that amount will <br />cover the project. Mr. Ralph said it had been slab repaired once before and that is what <br />caused the problem. Mrs. Kasler said she is concerned and wonders whether or not other <br />12 <br />
