The difference of the work being the <br />use of multiple prime contractors and the presence of a construction manager on the <br />site five days a week as compared with two days a week on the prior bid. The <br />building time is expected to be from 10 to 12 months. After the building is <br />completed, the library will take possession and be responsible for the maintenance <br />and the upkeep of the building. The committee recommended approval. <br />• Ordinance 2002-43, an ordinance authorizing the transfer of three storm sewer <br />employees from the Service Departmem to the Wastewater Treatment section of the <br />Public Works division. At the present time, these three employees do work on the <br />storm sewers throughout the storm water sewer system. This work is necessary to <br />minimize the inflow and infiltration of storm water into the sanitary system. Inflow <br />causes sanitary treatment of storm water and an increased load on the sanitary system <br />of the Wastewater Treatment Plant. Keeping treatment low prevents fines from the <br />EPA and the expected increase in the treatment of sanitary water. The transfer of <br />these three people is expected to be approximately $150,000. Mrs. Kasler asked for <br />information regarding the effect this would have on the sewer rates paid by the <br />residents. It appears the alternate would be to reduce the work force by three people <br />or transfer them to the sanitary sewer system. The committee recommended approval <br />by 2 yeas and 1 awaiting information. <br />• Ordinance 2002-16, an ordinance authorizing the Mayor to enter into a letter of <br />agreement with the local 2681 Ohio Council 8, AFSCME and amending the <br />collective bargaining agreement between the city and the union for the city's service <br />unit in order to establish a new position of and pay rate for the Head Mechanic in the <br />bargaining unit. This ordinance would require some of the duties performed by the <br />Fleet Manager to be assigned to the Head Mechanic. Questions arose as to the poim <br />of what if, after a period of time, this position would not be desirable. The union and <br />the city would have to agree on the issue at that time, or the position could go <br />unfunded which has the potential of some problems. However, the union presiderrt of <br />North Olmsted, Larry Krudy, stated that the city and the union have worked well in <br />the past and he sees no reason to change. Also, the staff representative from Local <br />2681 Ohio Council 8, Mr. Kenneth Adams, supports the agreemem and sees no <br />problems. Questions as to the confidentiality were answered by the Service Director <br />who will stand in for those situations. Cmcvances will go directly to the Service <br />Director. Mrs. Kasier asked for more information on the savings to the presem time <br />and withhold judgment until that time. Two members recommended approval. <br />• Ordinance 2002-39, an ordinance authorizing the Mayor to purchase a portion of the <br />BP property located at 23425 Lorain for the purpose of widening Claque Road. The <br />purchase price is $2,700. The committee recommended approval. <br />• Ordinance 2002-37, an ordinance authorizing the Mayor to purchase a portion of the <br />True North Energy, Shell Oil property, located 23385 Lorain Road for the purpose of <br />widening Claque Road. The committee recommended approval. <br />• The capital improvements for 2002 were discussed. After much discussion, a <br />determination to hold the capital improvement borrowing to $1,500,000 was agreed <br />upon. It was agreed to fund all of the projects which the city is co-comributing to, <br />and that is Lorain Road, resurfacing face to face from the westerly county line to <br />Brookpark Road in the amount of $150,000; Lorain Road contingent involving curbs, <br />5 <br /> <br />
