Council Minutes of 4/Z/ZOQ2 <br />earlier, the city has a special recreation program that is geared towazd assisting physically <br />and mentally challenged youth in our community. For the past several years, we have <br />had some difficulty staffing that individual department within the Recreation Department. <br />He asked Recreation Commissioner Morgan to give him the job description in an effort <br />toward soliciting resumes from the public for people who might be interested in the <br />positions. There are two positions that are open, the coordinator and an assistant. The <br />Special Recreation Coordinator is a part time seasonal position. It oversees the etrtire <br />operation of the special recreation program. The coordinator is in charge of planning <br />comprehensive recreational opportunities for children with special needs. It creates a day <br />of fun, entertainment and learning for all participants by utilizing both passive and active <br />forms of recreation. The position should foster an environment that promotes group <br />interaction, social development and personal gfowth for children enrolled in the program. <br />Goals of the program include broadening horizons of each youngster with culturally <br />enriching experiences tlazt promote self-esteem and respect for others. It is his hope that <br />by publicizing this need, the city will be able to fill the positions. ff anyone is interested, <br />please contact him, Mr. Morgan or the Council office fnr a copy of the job descriptions. <br />AT ~)iEN('E PAI~TIC PA~UN <br />Dennis Lambert, 25057 Carey Lane: <br />• It is a shame the school district has to cut the transportation for children. He <br />suggested the NOMBL buses be used to pick up the children at their school azeas and <br />taken them down the main drags, like Butternut Ridge Road, and drop them off at <br />special hub points. He suggested that the Transportation Committee look into this <br />issue. <br />• On the issue of the three sewer employees, he would like to remind Council that, <br />when people get a water bill, it is a bill for water and a tax for se~vvers. A sewer <br />chazge is a service user's tax on the use of the sewers. Consequently, what Council <br />decides to do with the three employees is their judgment call. The azgument of <br />inflow and infiltration has never been an employee issue. Inflow and infiltration is <br />strictly a sewer management issue. The only way to remedy it is to clean and gout <br />the sewers and to repair and replace them where necessary. That would be a big <br />project, and it's not going to be three employees coming off the general revenue fund <br />and going into the sewer district as a remedy. He expressed appreciation to Council <br />members Gateau and Kasten for at least taking the initiative to look at this question <br />very seriously before it's allowed to go through. <br />• With regard to Mr. Dubelko's comment about enforcing the laws for parking for <br />handicapped people. He made a comment some time ago that the City of Wickliffe <br />has an ordinance called high density retail. This ordinance allows the police under <br />the General Offenses Code to go onto property where there is high density retail, like <br />the mall area, and issue legal tickets. Those tickets do not hold poims against <br />people's licenses, but it allows the police to patrol and to ticket for offenses. It might <br />be worth looking imo. <br />9 <br />
