Council Minutes of 4/2/2002 <br />~, Presidern O'Grady asked Mr. Dailey to take Mr. Lambert's suggestion as to the use of <br />,,~,~: NOMBL buses for studerns irno the Transportation Committee. Some of the <br />recommendations are already in effect. 11~iiddle School students have been informed that <br />they can ride NOMBL at a reduced fare to the high school anti then walk across the <br />campus. <br />Ann Whitney, 4540 Gersten Lane, asked the status of the light for Dover and Driscoll. <br />Mr. McKay said it will be completed as soon as Council completes the capital <br />improvements for this year. Certain projects have been approved, and that was one of <br />them. Mrs. Whitney said the light was a very big concern to the people that live in that <br />area as far as safety for the kids and traffic flow for people in her development. The cost <br />isn't going to get any lower. When they tried to get the light 13 years ago, the cost was <br />$80,040. It was $90,000 in the fall, and now it's up to $135,000. Now is the time to put <br />it in. Councilman Limpert said he believed the decision at the end of the meeting was <br />that all projects that had grarrt money involved were going to be improved. Mr. McKay <br />said this project was also approved. Mr. Limpert and Finance Director Copier noted this <br />project did not have grant money. Mrs. Kesler said, as she recalled the meeting, there <br />were other issues on that large list of capital improvements that would cause a concern. <br />This was not one of them. This wasn't one that was mentioned as possibly being <br />removed. Councilman Gareau commented that the light will be funded this year. Once it <br />leaves the funding process of City Council, there is a lengthy time for ordering parts and <br />manufacturing parts. So, if it takes time, everyone should please understand that it won't <br />be a result of what happens with Council's part ofthe process. There is an administrative <br />process to be followed. Mayor Musial noted, although his crystal ball doesn't go out that <br />far, he thinks it can be guaranteed that it will be in before the end of the year. The city <br />has been trying to jump start this project. Bid openings will take place an .April 10 to <br />select a cornractor. The city is doing everything it can to get that light in. When he was a <br />Councilperson at Large, he tried to get a warrant for the light so he knows and <br />appreciates and has empathy for what the residents are going through. He knows there <br />are been five accidents there in the last two years. Mrs. Whitney said there have realty <br />been more acciderns as some do not get reported. Some day somebody is going to get <br />seriously hurt, so she would appreciate his facilitating it and pushing it along. <br />Trish Mobberly, 26730 Caton Place, asked how long the bidding process stays open. The <br />Mayor said it would be open for 60 days. Mrs. Mobberly said she just warned to impress <br />that she's hoping the residerns don't have to keep watching. Many people are concerned <br />about this issue. She has lived there for eight years, and it's been life threatening the <br />whole time. This is a safety issue and not an issue of convenience. <br />Mark Mobberly, 26730 Caton Place, said he and his fellow residents of Pine Ridge will <br />be watching tv see how City Council and the administration moves on the <br />Dover/DriscolUCottonwood light issue. Mrs. Kesler said she warned Mr. Mobberly to <br />know she was net in attendance at the last Council meeting, but she will be voting tonight <br />on the ordinances and resolutions that were passed at that meeting. One of them is the <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />installation of that traffic signal system which was approved at the last Council meeting. <br />10 <br />::..
