<br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />WEDNESDAY, MARCH 27, 2002 <br />7 P.M. <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Mayor Musial (arrived at 7:07 p.m.), Law Director Dubelko, Finance <br />Director Copfer, Clerk of Council Seman <br />President of Council O'Grady called the special Council meeting to order at 7 p.m. in <br />Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />REPORT <br />Councilman McKay, chairperson of the Finance Committee: 1) This evening, the <br />committee discussed Ordinance 2002-38, which is an ordinance authorizing the Mayor of <br />the City of North Olmsted to enter into an agreement with H. R. Gray & Associates, Inc. <br />to provide construction management services for the North Olmsted Public Library and <br />repealing Ordinance No. 2002-115, and declaring an emergency. There was a good bit of <br />discussion, and nothing was finalized except that the committee recommended approval <br />of Ordinance 2002-38 if no other further questions or objections arise before the next <br />Council meeting on April 2. <br />LEGISLATION <br />Ordinance No. 2001-127 introduced by Council Members Kasler and Miller was given its <br />second reading. An ordinance establishing a special revenue fund for fines collected <br />from handicapped parking violations, entitled the "Senior Assistance Fund," for the <br />purpose of providing emergency assistance services to senior citizens who are residents <br />of the city and who are in need, as thrice amended. Councilman Miller moved for <br />suspension of the rule requiring three readings and remarked that this has been discussed <br />and recommended by committee. The motion was seconded by Councilwoman Kasler <br />and passed unanimously. Councilman Miller moved for adoption; second by Councilman <br />Gareau. Roll call: Miller, yes; Gareau, yes; Kasler, yes; McKay, yes; Limpert, no, with <br />comment. At the current enforcement, the fines bring in less than $500 per year. He sees <br />no reason to set up a special funding source for such a small amount and for such a <br />variable source. Illegal parking in handicapped spaces, as presented in 2001-127, seem to <br />have become a violation looking for a place to put the fines. From it first being a senior <br />free lunch program, then discussion of changing to general need of individuals to now a <br />needy senior fund. What is wrong with continuing to send this fine money into the <br />General Fund like any other where it can be appropriated into areas of need. Are we <br />starting down a road of sending handicapped parking fines to one fund, non-handicapped <br />parking fines to another fund, fire lane violations fines to another and so on and so on. <br />
