Special Council Minutes of 3/27/02 <br />Will it come to the point where we will unofficially ask police to look for particular <br />violations because this fund or that fund is running low. It's his understanding this idea <br />came from a college student, who should be commended for the thought and should be <br />applauded for seeing a need and trying to find a source of funding. But he believes there <br />are more people in need in this town than just seniors. This fund can go up and down <br />yearly, but always averaging less than $500. We should find a more consistent source <br />than just one particular violation to fund it. Roll call continued: Nashar, yes; Dailey, yes. <br />The motion passed with six yeas and one nay. Ordinance No. 2001-127 adopted. <br />Ordinance No. 2002-17 introduced by Council Members Nashar and Gareau was given <br />its second reading. An ordinance amending Section 351.18 and 353.07 of the Traffic <br />Code in order to increase the fines for certain parking offenses and to amend the <br />procedures for collection of fines, as twice amended. <br />Ordinance No. 2002-34 introduced by Mayor Musial was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2002, as <br />amended. Councilman McKay moved for suspension of the rule requiring three readings. <br />The motion was seconded by Councilman Limpert. Roll call: McKay, yes; Limpert, yes; <br />Nashar, yes; Dailey, yes; Gareau, yes; Kasler, yes, commenting that she is voting yes <br />with the agreement with the administration that there will be a certain section <br />re-addressed when an ordinance appropriate and relating to that is taken care of. Roll call <br />continued: Miller, yes. The motion passed unanimously. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Limpert. Roll call: McKay, yes; <br />Limpert, yes; Miller, yes; Dailey, yes; Kasler, yes with the same comment. Roll call <br />continued: Nashar, yes, with comment that the Mayor has said he is looking at giving <br />some employees a 6% increase next year. He strongly disagrees with that. He certainly <br />feels that we should be taking a hard look at increases in wages and cutting back to less <br />than 3% increases. The city debt is $61 million, which means we will not be out of debt <br />until 2023 or 2024-and that does not include future borrowing. We will need to take a <br />hard look at next year's appropriations. Roll call continued: Gareau, yes. The motion <br />passed unanimously. Ordinance No. 2002-34 adopted. <br />Mayor Musial replied to Mr. Nashar that his comments will be taken into account in <br />negotiations. <br />Councilman Miller asked that next year the provision requiring the appropriations to be <br />presented by February I5 be adhered to so that the review does not have to be rushed. He <br />thanked Mr. McKay for the way in which he handled the appropriations review. It was <br />handled very professionally and was well organized. <br />Councilwoman Kasler agreed with Mr. Miller and thanked Mr. McKay for all of his <br />work. It was a pleasure for her to serve on the committee with him. The review was <br />handled very smoothly. <br />2 <br />
