Council Minutes of 3/192 <br />;,~ committed the $17 million to do the road construction, but cannot fund the necessary land <br />acquisition. The City of Westlake has committed $3 million for land acquisition. I <br />request $4 million to fiord the remaining land acquisition cost. As an alternative to <br />federal discretionary funds, the committee could direct the State of Ohio to ~e this <br />corridor connector as a priority highway project" These are no guarantees. However, it <br />is very encouraging that Congressman Kucinich has taken an irnerest in the <br />CrockerlStearns connection. <br />2) With regards to recreation, there will be a Spring Open House at the Recreation Center <br />on Sunday, March 24, from 1 o'clock to 4 o'clock. As in the past, this evem is open to <br />the entire community free of charge courtesy of the Parks and Recreation Departmern. <br />3) Springvale will hold an Easter brunch between 10 a.m. and 2 p.m. ~ Easter Sunday. <br />The staff is encouraging two seatings, 11 o'clock and 1 o'clock. The cost is $15.95 far <br />adults, $12.95 for seniors, $7.95 for children 8 to 12 years; no cost for children under 3 <br />Please call 777-0678 for reservations. <br />4) The Fire Departmern is cot~ucting search and rescue drills in the former James <br />Lumber building. <br />5) Safety Director Thomas is working very closely with the Police Departmern and the <br />schools to ensure safety of students who will be wallcing to school due to the reduction in <br />busing which is scheduled to begin on April 8. We are azrticipating an increase in <br />pedestrian and vehicular tratFic rarer the schools. In response to that, the Public Works <br />Departmern has started to repaint the pavemern markings near the school. <br />Mayor Musial presented a proclamation to North Olm~ed High School teacher Lynn <br />Sebring who was one of 19 teachers selected from the United States to participate in the <br />William H. Fullbright Foundation Foreign Exchange Program. Mrs. Sebring spern six <br />months in Vera Cruz, Mexico as an exchange teacher where she brought recognition and <br />distinction to herself, the school district and our city. The proclamation, presented on <br />behalf of the errtire community, the administration and Council, designated Lynn Sebring <br />a distinguished citizen of the City of North Olmsted and commended her on her <br />contribution to our schools and the education profession. (Mrs. Sebring was <br />congratulated by all present.) <br />Law Director Dubelko: 1) The Law l:~epartrnent is continuing with its reorganization and <br />now has a-mail. (nolawd a ameritg~h net.) Hopefully, the city law library will soon be <br />completed and apart-time law student will be hired to help with research projects. <br />2) He met last week with RTA represerrtatives regarding the Park-n-Ride cost <br />reimbursemern ordinance. Because there are still details to be worked out, that <br />legislation has been removed from this evening's agenda. <br />3) A decision was received from an arbitrator on one of the fire fighter arbitration cases <br />involving acting officer pay. In this arbitration, the arbitrator found in favor of the city <br />on the issue of whether or not the city had violated the collective bargaining agreement. <br />It was a good decision as there was a genuine question as to how the corrtract should be <br />interpreted. In this instance, the arbitrator agreed with the city. <br />4) During this month, he and Assistant Law Director O'Malley attended a meeting of the <br />Cuyahoga County Law Directors Association This organization helps municipal lawyers <br />keep up to-date on municipal law is~es.
