Council Minutes of 3/19/02 <br />about the subject of complying with public records and open meeting law issues, which is <br />a very timely subject. <br />5} He has drafted legal opinion No. 2002-9 on the subject of whether or not the city could <br />make seatbelt violations under its local ordinances a primary offense as opposed to being <br />a secondary offense under State law. His opinion was the city co~ild do that if it chose to <br />do so. <br />6) He has been working with the administration over the last week on trying to develop <br />some standardized contract forms to be used by the Service Department. <br />7) A collective bargaining negotiation session was held with the fire fighters today. He <br />will report to Council in more detail during the executive session. <br />Finance Director Copfer: 1) As Council knows, a good deal of time was spent last week <br />going over the appropriations. She has given the Clerk a copy of the amended <br />appropriations based on her notes and Mr. McKay's notes. The legislation will be passed <br />at the special Council meeting on Wednesday, March 27. <br />2) She also has been involved in the fire fighter negotiations. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Wednesday, March 13. Preseirt were the committee members Limpert, Kasler <br />and McKay; Councilpersons Gareau, Nashar, Dailey, Miller and President of Council <br />O'Grady; Mayor Musial, Finance Director Copfer, Law Director Dubelko, Service <br />Director Thomas, City Engineer Deichmann, Safety Director Thomas and Human <br />Resources Director Copeland. The following items were discussed: <br />• Ordinance 2001-127, an ordinance establishing a special revenue fund for fines <br />collected from the handicapped parking violations for the purpose of funding <br />purchase of equipment for seniors, senior activities and subsidizing the senior hot <br />lunch program as amended. Concerns expressed were limiting the funds to those in <br />need, using funds for nor residents, dollar amoum for the funds, tickets written under <br />the STOP program and funding of maimenance needs. The committee approved a <br />motion to amend the ordinance directing the funds from the handicapped parking <br />fines to be placed in the senior citizens emergency assistance fund. Tickets issued <br />under the STOP program for the handicapped parking will be directed to the same <br />fund. The majority of the committee recommended approval by a two to one vote. <br />• Resoh~tion 2002-29, which would authorize the Service Director to advertise for bids <br />for South Canterbury Road and authorise the Mayor to contract for the same. <br />Discussion arose with regard to the total capital improvements budget and how the <br />cost of doing South Canterbury would affect the total capital improvements budget. <br />The Finance Director was requested to provide Council and the Mayor with a figure <br />of borrowing that would be reasonable. The majority of the committee recommended <br />approval of the South Cairterbury Road project by a vote of two to one. <br />• Ordinance 2002-34, which is an ordinance to make and transfer appropriations for the <br />current expenses and other expenditures for the city in the year ending December 31, <br />2002. Due to the fact that the appropriation ordinance is cxurently being reviewed, a <br />recommendation was made to recommend approval at the final hearing on Saturday, <br />March 16. <br />3 <br />
