Council Minutes of 3/19/02 <br />Joseph Shaffer and Alice Ake. The plan incorporates several provisions for privacy <br />with residers which have been a source of contention over the course of the past <br />three years that this project was being developed. There will be mounding of 7 feet <br />with an 8 foot high fence on top to screen both noise and fumes for a total of 15 feet. <br />The mounds will be placed along the entrance around the property line as indicated <br />on the plans submitted. The northern property line parallel to Kennedy Ridge Road <br />will have aboard-on-board fence 6 fcet high. All mounds will be wed and <br />additional evergreens will be added to the project as specified. There will only be one <br />entrance, off of Great Northern Boulevard. There will be no entrance from Kennedy <br />Ridge Road. A sound wall is to be placed along the eastern oral southern lines to <br />buffet both light and sound. The City Forester reviewed the plans and indicated that <br />there were 10 trees of significant mature growth that he wished to have preserved. <br />The building itself is of brick masonry material, glass, with a copper roof. Lighting <br />will be zero at the lot line as per the recommendations of Planning Commission and <br />the Building, Zoning and Development Committee. There are a fatal of 28 light poles <br />around the perimeter which will be shut off in the evening when the lot is no longer <br />used. RTA did acknowledge some concerns of the residents and irndir~ted that they <br />would conduct an air quality test in June of 2003. There will also be emergency call <br />boxes pieced on the inside and the outside of the waiting room since it is kind of <br />isolated and off the road. RTA is still waiting at this point in time for some approval <br />from ODOT to do the crab cut. After discussion, the committee unanimously <br />recommended approval of the RTA Park-n-Ride proposal subject to the <br />recommendations of the various boards and commissions of the City of North <br />Olmsted. Councilman Gateau moved that Council approve the RTA Park-n-Ride <br />subject to the recommendations of the various city boards and commissions. The <br />motion was seconded by Cou~ilman McKay and passed unanimously. <br />• Kennedy Ridge Townhouses, a proposal to construct a total of 40 new townhouses <br />ranging in size from 850 square feet to 1,400 square few per unit with access onto <br />Kennedy Ridge Road. Representing Kennedy Ridge Developmern was Scott <br />Gillespie. Mr. Gillespie presented the proposal and said the units would be stone and <br />brick with variations in vinyl color siding. The colors on the building will be an <br />antique parchment and a colonial ivory, or neutral colors. The roof will be dark <br />green/black mix asphalt shingle. The windows are white vinyl. Each unit will have <br />its own separate garage. The committee brought to the attention of Mr. Gillespie <br />some concerns about tight spillover. He was sensitive to those concerns and indicated <br />that alt lights would be zero at the lot line because it's in a residential area. He <br />further indicated that there would be some screening placed at various locations on <br />the site where car headlights would spill over onto adjsceat properties. 'The entrance <br />sign, which will be b feet, 2 inches up from the grourxi, will be going before the BZA. <br />It was specifically indicated that there will be an underground water retention system, <br />so as not to burden the current system on Kennedy Ridge Road. After discussion, the <br />committee uruinimousiy recommended approval of the Kennedy Ridge osal <br />subject to the recommendations of the various boards and commissions of the City of <br />North Olmsted.
