The motion was seconded by Councilman McKay and passed <br />unanimously. <br />• The Halleen Kia proposal for the corner of Porter Road and Lorain Road where there <br />is currently an existing car dealership. The proposal consists of renovating three <br />existing buildings and the creation of a storage Iot for automobiles ami a showcase <br />area. Representing Halleen Kia was Mr. Steve Suhayda and Mr. Patrick Farrell, <br />attorney. There was some input from the surrounding residerrts given the nature of <br />the construction, the possible spillover of light, traffic, fumes and other concerns. <br />Addressing those needs, there will be a b foot mound, with a 6 foot vinyl fence <br />located along the residential side of Dewey and also for a short section on the <br />northern property line. All parking lots will consist of 10 foot, 1 i foot or 15 foot <br />poles with zero foot candles on the lot lines where i# borders on reside~ial property. <br />That does nvt apply to the Lorain Road side. Halleen Kia represented that their lights <br />would be shut off primarily at closing, with the exception of a few lights needed for <br />security on the lot. There will be one main entrance, and that will be off of Lorain <br />Road where the carrrernt ~ is preser~ly located. Two other buildings on the lot <br />will be renovated. The color scheme of the buildings will be coordinated, with the <br />buildings painted a buff stone color. The brick on the bottom will be a vermilion <br />colored tile, 8x8 squares. The roof on the natin building will be gray. The committee <br />at that time decided to meet again on Tuesday, March 19, to discaiss various <br />enhancements to the projects such as sconce lighting, awnings over the windows, <br />doors on the three buildings and landscaping suggestions. <br />• Ruby Tuesday, Inc., located at 2b670 Lorain Road, a proposal to demolish the <br />existing Elias Brothers Big Boy building and conshuct a 5,300 square foot rat. <br />Representing Ruby Tuesday's was Steven Golden. First discussed was a matter <br />which has been requested for some period of time by the boards and commissions <br />regarding the preservation of trees. The five trees near the road and the green space <br />will be saved. There will be 109 parking spaces, with 10 being landbanked. The <br />entrance to the building will be on the west ode off of Lorain Road, and there will be <br />an emergency exit on the east side. The entire building will be trimmed in painted <br />wood. The canopy to the building is a red with vanilla striping. The building is a <br />mustard green and red color. Also incorporated into the proposal is a <br />recommendation that the vertical pillars be matched and of a masonry material, a <br />matching stone or brick color. There will be a water retention system with a required <br />3 inch outlet. This was a point of contention given the poss~~bility of over capacity or <br />burdening the itisrnaining properties in the area with their water retention and <br />drainage. At that poirrt, the committee discussed and recommended approval. <br />However, subject to what happened at the March 19 meetir~, the matter was held in <br />committee until further discussion. Presently, there is no grass on the entire lot <br />kept at the front. However, the project does a nice job of incorporating some green <br />space. <br />• Ordinances 2002-31 and 2002-32. Ordinance 2002-31 is an ordinance adopting a <br />new and revised Chapter 1301 of the City Building Code entitled "The Ohio Building <br />Code" for the purpose of incorporating amendmerns set for the in the 2002 <br />amendmerns of said State law asxi to maintain the clarification of the Building <br />Department to enforce the Ohio Building Code and declaring an emergency. <br />6 <br />
