Councilman Miller noted that Mr. O'Grady had commerned that he would only report out <br />as to committee members, not other Council members or members of the administration. <br />Actually, he had indicated that he would continue to report what committee members <br />attended and any invited members of the administration and the public if there were <br />contributory comments made by those individuals. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, February 2b. Present were all committee members Kesler, Limpert and <br />McKay. Also in attendance were Mayor Musial, Council members Dailey, Nashar and <br />Miller, Council President O'Grady, Finance Director Copfer, Law Director Dubellco, City <br />Engineer Deichmann, NOMBL General Manager Terbrack and RTA representatives Mrs. <br />Peke and Mr. Shaffer. Agenda items were as follows: <br />• Ordinance 2002-24 which establishes the compensation and benefits to be paid to all <br />part time hourly employees employed by the North Olmsted Municipal Bus Line. <br />The benefits and wages are similar to those presently offered to the employees of the <br />Greater Cleveland RTA, and the city is reimbursed for wages to the part-time <br />employees. The committee recommended approval. <br />• Ordinance 2002-28 which is an agreement with RTA on who shall pay all costs <br />associated with the acquisition of certain real property, all costs for the construction, <br />maintenance and repair of the roadway into the Park-n-Ride. The agreemenrt also <br />provides for the city to be held harmless of claims for liability and injury or damage <br />which may arise. The committee recommended approval. <br />• Ordinance 2001-127 which was referred to the Law Department for fiuther <br />enhancement. The updates were made, and the committee will review the ordinance <br />at its next meeting. <br />Councilman Gateau asked Mr. McKay whether the status of the bus garage project was <br />discussed with RTA and if a commitment was made. He is mentioning this now because, <br />when he voted on proceeding with the Park-n-Ride, it was with the understanding that it <br />meant keeping jobs in North Olmsted and the future of our bus line and that there would <br />also be a new bus garage. Mr. McKay said he believed the bus garage would be put on <br />the agenda for 2003, depending on whether or not RTA had the funds. Mrs. Kesler <br />agreed with Mr. McKay's response but wondered whether that had been a commitmern <br />on the part of RTA. Mr. McKay said he felt that it was a commitment, but he will ask <br />that a letter be sern to City Council. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on Febniary 26. Present were committee members McKay and <br />Nashar, Building Commissioner Conway, Mayor Musial, President of Council O'Grady, <br />Law Director Dubelko, City Engineer Deichmann, WWTP Environmental Engineer Long <br />and Councilpersons Miller, Kesler and Dailey. The committee discussed Ordinance <br />2002.27, which is on second reading tonight and will be passed urger suspension of the <br />rule. This ordinance provides for adopting a new and revised Chapter 1309 of the city <br />Building Code entitled National Electrical Code for the purpose of incorporating the new <br />2002 edition of the National Electrical Code.
