Council Minutes of 3/5/02 <br />wiring of electrical equipmern in any building is being altered or installed. No person <br />shall cover such wiring or equipment or cause the same to be covered until the electrical <br />inspector has approved this equipment. The committee recommended approval. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The <br />committee met on February 26. Present were Mayor Musial, Law Director Dubelko, City <br />Engineer Deichmann, Presidern of Council O'Crrady, committee members Limpert, <br />Nashar and Miller and Council members McKay, Kasler and Dailey. The following <br />agenda items were discussed: <br />• Resolution 2002-21 authorizing the Director of Public Service to advertise for bids <br />for pavement markings in various locations and the specifications of such markings <br />throughout the city. The committee recommended approval. <br />• Resolution 2002-22 authorizing the Director of Public Service to advertise for bids <br />for construction of catch basin, manhole, sidewalks, curbing and pavemern repairs. <br />The committee recommended approval. <br />• Resolution 2002-23 authorizing the Director of Public Service to advertise for bids <br />for street lighting at various locations around the city. The committee recommended <br />approval. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />committee met immediately following the Streets & Drainage meeting. Present were <br />Mayor Musiai, Law Director Dubelkq City Engineer Deichmann, Environmemal <br />Engineer Long, Council President O'Grady, committee members Limpert, Dailey and <br />Kasler and Council members Nashar, McKay and Miller. The committee discussed <br />Resolution 2002-25 authorizing the Mayor to eater into a second interim agreemern with <br />the City of North Royahon for stabilization and disposal of biosolids generated by the <br />North Olmsted Wastewater Treatment Plant. This extension of the agreement with North <br />Royalton is for composting of our solid waste. This program saves significarn dollars for <br />the city and is far more environmentally responsible than other methods For sludge <br />disposal. It is being extender temporarily as an agreement between both cities while we <br />await finalization of some state laws. There may be a need for a further extension. The <br />committee recommended passage. <br />Councilman Gareau, member of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met this evening to discuss Ordinances <br />2002-12 and 2002-20. Ordinance 2002-12 repeals Ordinance 97-122, which created a <br />new Chapter 133 of the Administrative Code of the City of North Olmsted entitled <br />"Interim Director Appointments." Specifically, the discussion centered around a <br />proposed amendment that was made by Mr. Gareau which came about as a result of the <br />Director of Law's concern at a prior committee meeting about what would happen to <br />interim directors in the evern that the interim director appointment ordinance was <br />repealed: Would they remain interim directors or would they somehow become <br />permanern directors? In light of the fact that there are several interim directors on staff at <br />this point in time appoitrted pursuant to Ordinance 97-122, proposed language was <br />drafted which indicates as follows: "The repeal of Ordinance 97-122 shall not apply to or <br />6 <br />
