By expanding the ranges slightly larger this year, although there will <br />be no intent to try to get them on the top end in the near future, it should help give us a <br />hedge against inflation in the future. Funds generated by recreation traditionally always <br />go right back into improving recreational facilities. The committee recommended <br />approval and passage under suspension of the rule. <br />A~T~-,~NCE PARTICIP.~, 'ION <br />Dennis Lambert, 25057 Carey Lane, is delighted to hear that Council is beginning to talk <br />about structure to Council regarding the committee meetings. His personal opinion is <br />that the minutes should include those who participate in the meeting as well as the <br />committee members. The minutes should be in writing, but not verbatim, and should be <br />submitted to the Clerk for archiving. Anyone who wishes their comments to be included <br />verbatim should provide those comments in writing. He believes it is not appropriate to <br />draw conclusions regarding committee m~ings during the Council meeting. Those <br />should be held for the end of the meeting during miscellaneous business. Moving <br />Council meetings along is important, and he feels some issues that are discussed at <br />Council should be discussed at committee meetings. The need to structure Council is <br />important, and he feels that the Rules of Council should be codified so they will be <br />consistent. The committee meetings and how they are reported are important because <br />they are the actual work of the people. How it gets done should be with some <br />consistency so that everyone will know what to expect. <br />Katherine Huth, 23565 Alexander Road, distributed official Board of Elections results for <br />the last two school levy elections. In every election, the majority of Ward II voters did <br />not support the school levy. As a resident of Ward II and a member of a majority of <br />voters who have taken a stand against the school levy, she respectfully requests that the <br />Wazd II Councilman stop using his off vial position to publicly support the levy. She <br />asked if he, the President of Council and the Mayor had a rationalization for using their <br />official titles in support of the levy. Mr. Dailey responded that anytime he ~pports <br />something it is his personal opinion and whether he chooses to express that publicly or <br />not is really his choice. If people want to use his title as Councilman, that is up to them. <br />He will always support the school levies. Mr. O'Grady said he supported the levy 100% <br />and will do everything in his power to see that the issue passes. There is no other <br />alternative for our children as the State of Ohio has an antiquated system of school <br />funding. Should he continue to support it as the President of Council? Absolutely, as <br />one of his responsibilities as a public official is to do what he thinks is right for the <br />community. He does not believe it is a conflict of interest. He does respect that there can <br />be differences of opinions, but he is very much in favor of it and will do everything he <br />can to get the word out. Mayor Musial said, according to the results, his ward, Ward I, <br />supported the levy in the last election. Mr. Limpert said he does not think it is <br />appropriate for the city to tell the school board exactly where they should be spending <br />their money. However, it should be kept in mind that the school system will have an <br />impact on property values. If property values go down, so will the tax revenues. If <br />talented people move out of the city, the city's revenue stream is affected which in turn <br />affects the city's ability to repair streets and do other improvemerns.
