_, MINUTES OF THE MEETING OF THE COUNCIL -~ OF THE CITY OF NORTH OLMSTED FEBRUARY 19, 2002 Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, Limpert, McKay, Miller, Nashar Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of Council Seman President of Council O'Grady called the Council meeting to order at 8:04 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in reciting the Pledge of Allegiance to the Flag. Councilman Gareau made a motion to amend the agenda to remove Ordinance 2002-12. The motion was seconded by Mr. Nashar and passed unanimously. The minutes of the Council meeting of February 6, 2002 were approved as written. President O'Grady announced that Ordinances 2002-18 and 2002-19 would be passed under suspension of the rule. REPORTS Mayor Musial: 1) With regard to the Crocker/Steams project, he has been in contact with the office of Congressman Kucinich about the possibility of federal monies to help with the land acquisition. Unfortunately, if these monies do come to fruition, it won't be until 2003 or 2004. The city would like to act on this as soon as possible because the county money is available now and, if we do not use it, some other city will. Other alternatives to try to raise these monies, either on a low cost interest loan or on a free basis, are being investigated. If we have to borrow $4 million, our capital improvemerrt budget will be depleted for two to three years. 2) The Mayor's Ball was held on February 9. It was very successful, and the proceeds of it go into a SO1C3 foundation. The funds from this foundation are used only for the residents of the City of North Olmsted or North Olmsted capital infrastructure. A total of $23,000 was raised, which is an all-time high and all-time attendance. Thank you to all of the individuals who attended. Law Director Dubelko: 1) On February 11 and February 1 ~, he prepared and filed two fire fighter arbitration briefs. The first one dealt with an issue of acting-officer pay agreements. The second dealt with the question of overtime for lunch periods taken ~.
