In addition, Assistant Law Director O'Malley today prepared and filed a third arbitration brief involving a fire fighter grievance dealing with a holiday pay issue. 2) Consistent with the authorization given by Council, he has hired Victoria Flash as the legal secretary for the Law Department. She is a resident of the City of North Olmsted and an experienced legal secretary. She spent the last six years as the legal secretary to the Avon Law Director who is retiring. She will be a very good addition to the city Law Department. 3) He has issued legal opinion 2002-7 regarding the procedure, or lack of procedure, for Council to follow in making appointments to city boards and commissions. 4) On President's Day, he and Assistant Law Director O'Malley attended the Cuyahoga County Law Directors Association annual Municipal Law Workshop. He served as the president of the association for the past year. The newly elected president is Tom Lee, Law Director for Middlefield, Ohio. 5) At the request of Council, he attended fire fighter negotiation sessions on February 8 and February 13, and another session is scheduled for tomorrow. Mayor Musial attended the February 13 session along with Finance Director Copfer and the other members of the city's negotiating team. Finance Director Copfer: 1) The final December 2001 cash basis revenue and expenditure reports were provided to Council today. Also, the fourth quarter investments made report was provided to Council. 2) Today she met with the auditors to begin the process for the 2001 audit. They will be on site by late March or early April, but they are doing some preliminary work in their oi~ices. The completion date target is June 30. 3) The City of North Olmsted's 2000 CAFIR received the Government Finance Officers Association certificate of achievement for excellence in financial reporting. Councilman McKay, chairperson of the Finance Committee: 1) The committee meeting was held on Monday, February 11. All Council members were present and Mayor Musial, City Engineer Deichmann, Service Director Thomas, Law Director Dubelko and Finance Director Copfer. Agenda items were as follows: • Ordinance 2002-15, which authorizes the Mayor to enter into a contract for the purchase of a portion of the Sunoco Inc. property located at 23370 Lorain for the purpose of widening Clague Road. In order to widen and increase the intersection of Clague and Lorain, it is necessary to purchase some of this land on the northeast corner which belongs to the Sunoco people. The price is $50,500. The committee recommended approval. • Ordinance 2002-16, which would allow for the elimination of the non-bargaining position of Fleet Manager and create a new bargaining (union) position of Head Mechanic. The starting rate for the Head Mechanic would be $22.72 per hour, and in six months the rate would be increased by 60 cents per hour. Head Mechanic responsibilities are organization of work assignments, reviewing mechanics work orders, guide mechanics in their repair work, making shop decisions and maintaining city equipment. The Head Mechanic may not discipline employees. Two committee ' members recommended approval, one was opposed. 2
