Council Minutes of 2/19/02 <br />during training. In addition, Assistant Law Director O'Malley today prepared and filed a <br />third arbitration brief involving a fire fighter grievance dealing with a holiday pay issue. <br />2) Consistent with the authorization given by Council, he has hired Victoria Flash as the <br />legal secretary for the Law Department. She is a resident of the City of North Olmsted <br />and an experienced legal secretary. She spent the last six years as the legal secretary to <br />the Avon Law Director who is retiring. She will be a very good addition to the city Law <br />Department. <br />3) He has issued legal opinion 2002-7 regarding the procedure, or lack of procedure, for <br />Council to follow in making appointments to city boards and commissions. <br />4) On President's Day, he and Assistant Law Director O'Malley attended the Cuyahoga <br />County Law Directors Association annual Municipal Law Workshop. He served as the <br />president of the association for the past year. The newly elected president is Tom Lee, <br />Law Director for Middlefield, Ohio. <br />5) At the request of Council, he attended fire fighter negotiation sessions on February 8 <br />and February 13, and another session is scheduled for tomorrow. Mayor Musial attended <br />the February 13 session along with Finance Director Copfer and the other members of the <br />city's negotiating team. <br />Finance Director Copfer: 1) The final December 2001 cash basis revenue and <br />expenditure reports were provided to Council today. Also, the fourth quarter investments <br />made report was provided to Council. <br />2) Today she met with the auditors to begin the process for the 2001 audit. They will be <br />on site by late March or early April, but they are doing some preliminary work in their <br />oi~ices. The completion date target is June 30. <br />3) The City of North Olmsted's 2000 CAFIR received the Government Finance Officers <br />Association certificate of achievement for excellence in financial reporting. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee meeting <br />was held on Monday, February 11. All Council members were present and Mayor <br />Musial, City Engineer Deichmann, Service Director Thomas, Law Director Dubelko and <br />Finance Director Copfer. Agenda items were as follows: <br />• Ordinance 2002-15, which authorizes the Mayor to enter into a contract for the <br />purchase of a portion of the Sunoco Inc. property located at 23370 Lorain for the <br />purpose of widening Clague Road. In order to widen and increase the intersection of <br />Clague and Lorain, it is necessary to purchase some of this land on the northeast <br />corner which belongs to the Sunoco people. The price is $50,500. The committee <br />recommended approval. <br />• Ordinance 2002-16, which would allow for the elimination of the non-bargaining <br />position of Fleet Manager and create a new bargaining (union) position of Head <br />Mechanic. The starting rate for the Head Mechanic would be $22.72 per hour, and in <br />six months the rate would be increased by 60 cents per hour. Head Mechanic <br />responsibilities are organization of work assignments, reviewing mechanics work <br />orders, guide mechanics in their repair work, making shop decisions and maintaining <br />city equipment. The Head Mechanic may not discipline employees. Two committee <br />' members recommended approval, one was opposed. <br />2 <br /> <br />
