Council Minutes of 2/19/02 <br />• Ordinance 2002-19, which sets the temporary appropriations for 2002. It is basically <br />the same as last year with the following changes: Law Department line item <br />Operations for rent and furniture was up by $10,700; Safety Department up by $1,838 <br />for back pay; engineering for contract grant money was $12,750; General Service <br />Operations, $30,000 for the city's share of Columbia Road repaving; General <br />Administration fund transfer of 528,000 to the STEP program; Recreation fund and <br />Building Equipment Capital, $54,000 for the electrical repair at the Rec Center; <br />Sanitary Sewer fund for the Wastewater Treatment Plant, which includes a monorail <br />and sodium aluminate odor control device, $7,800; Systems, $42,667, which includes <br />rocks, baskets and lake repair at Canterbury Lake; Springvale, building and <br />equipment increase of $26,000 for landscaping and landscaping machinery. The <br />committee recommended approval. <br />Councilman Nashaz, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on February 11. Present were committee members McKay, <br />Gazeau, Nashaz; Council members Miller, Limpert, Dailey, Kesler; Mayor Musial, Law <br />Director Dubelko, Service Director Thomas, City Engineer Deichmann, Assistant <br />Building Commissioner Rymazczyk. Agenda items were as follows: <br />• Tops Market, to be located at 26666 Brookpark Road extension. Representing Tops <br />Market was Mr. Jeff Cossel and Mr. John Crook. Plans were presented to reconfigure <br />and to reduce the retail building from 15,400 square feet to 13,300 square feet. This <br />will create 10 additional parking spaces. There will be a total of six retail shops, four <br />on the east side and two on the south side of the building. The windows will have a <br />bronze frame with tinted glass and the awnings over the windows will be champagne <br />in color. The south side of the building facing Brookpark Road extension will be a <br />masonry brick in the center and there will also be masonry brick on the end columns. <br />The azea where the signs are to be placed on the building will be E.F.I.S. material. <br />There will be no changes made to the north side of the building which faces the <br />residential property. All landscaping will remain the same as originally planned. The <br />committee met again this evening to review the proposed minor change in the <br />drawings. In one of the sections, the developer's plans showed E.F.I. S. material <br />where the committee had designated it to be masonry brick. The error was corrected <br />on the drawings. After discussion, the committee unanimously recommended <br />approval of Tops Market, subject to the recommendations of the various boards and <br />commissions of the city. Councilman Nashar moved that Council approve the Tops <br />Market proposal subject to the recommendations of the various boazds and <br />commissions. The motion was seconded by Mr. McKay. Roll call: Nashaz, yes; <br />McKay, yes; Gazeau, yes; Dailey, yes; Kesler, yes; Limpert, yes, commenting that he <br />would like to thank and commend the developers for the various changes they have <br />made throughout this process to make this a far better building for the City of North <br />Olmsted.
