MINUTES OF THE SPECIAL MEETING OF THE COUNCII. <br />OF THE CITY OF NORTH OLMSTED <br />TUESDAY, JANUARY 22, 2002 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, McKay, Miller, Nashar <br />Also Present: Mayor Musial, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President of Council O'Grady called the special meeting to order at 8:55 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />REPORT <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />January 22. Present were committee members Limpert, Kasler and McKay; Council <br />members Gareau, Nashar, Miller and Dailey; President of Council O'Grady; Mayor <br />Musial, Finance Director Copfer, City Engineer Deichmann, Law Director Dubelko. The <br />committee discussed Ordinance 2002-11, an ordinance to retain Gary Johnson of the law <br />firm of Johnson & Angelo for the purpose of providing consulting services to assist in the <br />collective bargaining negotiations with the Fire Fighters Local 1267. The cost range for <br />the negotiators goes from $125 to $195 per hour. They will have one representative per <br />session as the city requires. The total cost is to be limited to $20,000. The negotiators <br />will be paid from office to office at an hourly rate. There was a good deal of discussion <br />on this legislation. The committee recommended approval by a vote of 2 to 1. <br />LEGISLATION <br />Ordinance No. 2002-11 itrtroduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor to retain Gary C. Johnson, Esq. of the law firm of <br />Johnson & Angelo, for the purpose of providing consulting services to assist the city in the <br />current collective bargaining negotiations with the International Association of Fire <br />Fighters, Local 1267, and declaring an emergency. Councilman McKay moved for <br />suspension of the rule requiring three readings; second by Councilman Limpert. Roll call: <br />McKay, yes; Limpert, yes; Miller, yes, with comment that this was probably one of the <br />more difficult decisions he has had to make as a Councilman. However, he appreciates <br />that both the Mayor and Law Director have agreed to initially discuss issues with the fire <br />fighters that they might be able to resolve before counsel is engaged. He hopes that <br />everyone will act as ladies and gentlemen in the negotiating process and that it will <br />proceed without a problem. Roll call continued: Kasler, no; Nashar, yes; Gareau, yes; <br />Dailey, yes. The motion passed with six yeas and one nay. Councilman McKay moved <br />for adoption; second by Councilman Limpert. Roll call: McKay, yes; Limpert, yes; <br />Dailey, yes, with comment that it is always refreshing when people admit their limitations. <br />
