Roll call: Miller, yes, with his earlier <br />comments incorporated into this vote. Roll call: Kasler, no with comment. She disagrees <br />with hiring outside counsel at this point foz~ several reasons. First, because it has been past <br />practice that contract negotiations with employee groups have been handled in-house. The <br />vacancies in the two directors' positions for nearly a month and the loss of two directors <br />who had negotiating experience creates a very unique situation. To resolve this, we have a <br />Law Director who can take over and conduct negotiations. Although outside counsel <br />could be an option, and maybe a necessity at a later time, to hire outside counsel at the <br />initial step in negotiations is an unnecessary cost to the city and an excessive cost in the <br />fact that it sets a precedent and could incur a minimum of $20,000 for seven unions. Also, <br />it sets an adversarial stage which is unnecessary and unwise at the beginning of <br />negotiations. Roll call continued: Gareau, yes. The motion passed with six yeas and one <br />nay.
