Council Minutes of 12!16/2003 <br />Roll call: Limpert, yes; Gareau, yes, with comment that he would hope in the future the <br />RFP process will be used more often. Since the city is under time constraints, he will <br />vote yes at this time. Roll call continued: Dailey, yes; Miller, yes; Nashar, yes; Kasler, <br />yes; McKay, yes. The motion passed unanimously. Councilman Limpert moved for <br />adoption. The motion was seconded by Councilman McKay and passed unanimously. <br />Ordinance No. 2003-176 adopted. <br />Ordinance No. 2003-178 introduced by Councilman McKay was given its second <br />reading. An ordinance dispensing with the RFP process otherwise required by Sections <br />111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval <br />of the Board of Control, if necessary, to enter into an agreement with the local <br />Government Services Division of the Auditor of the State of Ohio, in order to provide <br />assistance in GAAP conversion, implementation of the new financial reporting model <br />required by GASB No. 34, and preparation of the city's CAFR for the year 2003. <br />Councilman McKay moved for suspension of the rule requiring three readings. Ordinance No. 2003-178 adopted. <br />Ordinance No. 2003-179 was introduced and placed on first reading by Mayor Musial. <br />An ordinance authorizing the Mayor to enter into a contract with T-Mobile to provide <br />mobile data computer information service to the North Olmsted Police Department and <br />declaring an emergency. Councilwoman Kasler moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Limpert. Roll call: Kasler, yes; Limpert, yes; Dailey, yes; Gareau, yes; <br />McKay, yes; Miller, yes, with comment that this was discussed in caucus this evening. <br />Roll call continued: Nashar, yes. Roll <br />call: Kasler, yes; Limpert, yes, with comment that this is an exciting move forward. Not <br />long ago, the CRIS computers in the police cars were used for nothing more than <br />checking license plates. Mrs. Kasler, who was the Safety Director at the time, found <br />licenses which made it possible for the police officers to use the computers to begin <br />doing their report work. This is now the next step to where the information can be <br />uploaded directly into the office computers which will be a cost savings and a time <br />savings of man hours both by the police and the secretarial staff. Ordinance No. 2003-179 adopted. <br />Ordinance No. 2003-180 was introduced and placed on first reading by Mayor Musial <br />who noted this was time sensitive. There was a deadline to notify Carnegie Management <br />as of January 1, 2004. A request to extend the time period for 60 days was given to <br />Carnegie Management. They have not yet replied, so it is necessary to pass the <br />legislation this evening. An ordinance providing for an RFP process and authorizing the <br />Mayor to enter into a contract with a professional traffic engineer or consultant for the <br />purpose of conducting a traffic impact analysis for the proposed development of "Parcel <br />E" and declaring an emergency.
