Council Minutes of 12/16/2003 <br />Councilwoman Kasler commented that the Fire Chief will discuss the regional central <br />dispatch with City Council at a committee meeting after the holidays. She asked whether <br />the Law Director had any input with regard to what is happening with that issue. Law <br />Director Dubelko said it is his understanding that COG wishes to issue the RFP to get a <br />determination of what the likely cost to construct the facility would be. At that point in <br />time when COG determines the cost of constructing the facility, then it plans to have each <br />individual mayor approach their legislative bodies to determine whether or not each city <br />is going to participate in the regional dispatch. Bay Village Law Director Ebert had <br />asked each Law Director to comment on the RFP process. The letter he sent back to Mr. <br />Ebert simply indicated that North Olmsted could legally participate in it, but it would <br />require the consent of the legislative body of North Olmsted. Mayor Musial commented <br />that the committee meeting could wait until January as the next meeting of COG will not <br />take place until January 19a' or 21~`. By that time, there will be more information to <br />present the full story to Council. <br />Finance Director Copier: 1) With regard to Ordinance 2003-178, which is the hiring of <br />local government services of the Auditor of State, the estimate of cost is about $16,000. <br />They estimate about 450 hours, and the average rate is $35 an hour. <br />2) Regarding Springvale, the receipts have been entered for the past weekend, and all the <br />standing purchase orders are in. There is one payroll left, and that amount is not yet <br />calculated. It looks like the amount to be transferred from the General Fund will be fairly <br />close to $90,000. <br />President Pro Tem Dailey: 1) On Tuesday, December 9, Council met for aCommittee- <br />of-the-Whole meeting to discuss the library art project, in particular the hiring of an art <br />consultant. In attendance were all members of Council, and Council President O'Grady <br />was not in attendance due to surgery earlier in the day. Representatives from the library <br />included Donna Myers, North Olmsted Branch Manager; Madeline Brookshire, Director <br />of Marketing for the library system; Laurel Beach, member of the Cultural Activities <br />Commission. Representing the administration were directors Dubelko and Copfer. Also <br />in attendance were various members of the community. Discussion centered around the <br />need for an art consultant. Many members of the Council stated confusion as to why the <br />administration did not have a new proposal regarding this position. Director Copfer <br />stated that the administration was waiting for direction from Council before proceeding. <br />Talks continued as to what type of displays were to be at the new library. Mrs. <br />Brookshire said there were to be permanent displays of art as well as rotating art pieces <br />being brought in. The art consultant would assist with just the permanent pieces, and it is <br />up to the library's discretion for the rotating temporary displays. Mrs. Brookshire then <br />advised that the city is within range for permanent art as done by other new library <br />facilities, with the range being between $25,000 and $80,000. North Olmsted's $50,000 <br />is right in the middle. She also advised that the amount is under the Ohio guidelines for <br />the percentage of budget to be spent on art. It was agreed by all on Council that there <br />should be local involvement in the process. Council agreed to request the administration <br />to begin the RFP process to hire an art consultant and simultaneously work to form a <br />resident committee to help in the selection of the permanent art committee.
