Council Minutes of 12/2/2003 <br />,,,,, whether water could be stored in parking lots as suggested by the EPA. This debate <br />>> basically on the parking lot issue was whether or not to allow it but only to allow it if <br />it greatly increased the retention of the water or detention of the water above ow <br />current limits. It was decided to not allow water stored in parking lot. The Law <br />Department is continuing to review the legislation and it will be held in committee. <br />Councilman Miller, member of the Public Safety, Health & Welfare Committee, <br />reported for chairperson Kasler: 1) The committee met to discuss Ordinance 2003-164 <br />on Monday, November 24. Ordinance 2003-164 is an ordinance amending Section <br />741.03 of Chapter 741 of the Business Regulation Code of the City of North Olmsted <br />entitled "Deliveries to Commercial Establishments" so as to prohibit overnight parking of <br />commercial delivery trucks and to amend the hours of operation and declaring an <br />emergency. Conversation centered around a concern that this would flow with a <br />companion ordinance which has recently been passed. It was requested that the Law <br />Director make sure that the Police Department felt the issues were consistent, that both <br />ordinances would blend and that a time for deliveries and unloading, etc. would blend at <br />the same time and a conflict would no longer exist. It was brought to Council's attention <br />this evening in caucus that there are a few finer points that still need to be completed, so <br />this will be held in committee. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) Due to the length of the other meetings, the issue <br />of the Rules of Council was delayed until the next committee meeting. <br />Councilman Gareau, chairperson of the Recreation, Public Parks and Buildings <br />Committee and member of the Recreation Commission: 1) The Recreation Commission <br />met on Monday, December 1, and the following items were discussed: <br />^ A report was given by Recreation Commissioner DiSalvo. He reported that the <br />Friday night skate program has continued to be a success. There are currently about <br />300 young people attending the event on Friday evenings. This is up dramatically <br />from the roughly 125 people who attended several weeks back, which is attributed to <br />the end of the football season. The good attendance is expected to continue. As the <br />Mayor commented, the vending and gaming bids were opened, and those bids were <br />all rejected. There has been a rebid, and those bids must be received by December 8. <br />After that, a contract will be awarded and we can move forward. <br />^ Mr. DiSalvo reported that he is reorganizing the Recreation Dept. to be more <br />efficient. This will include reviving some old positions which have been unstaffed <br />for a number of years, such as the Assistant Commissioner, and eliminating the <br />staffing for some other positions. The end result is that there will not be an increase <br />in the wage line item for the Recreation Center. He is going to do it all within his <br />existing budget. <br />^ As for capital improvements, the ice rink has new compressors to replace broken <br />ones. Also, there has been a boiler problem at the Recreation Center that should be <br />eliminated with the addition of three 250 gallon hot water tanks. This should create a <br />more efficient system. <br /> <br />
