Council Minutes of 12/2/2003 <br />r« Mr. DiSalvo also reported that the concession area has new tables and chairs which <br />~'"' gives a cleaner appearance to the area. <br />^ High on Mr. DiSalvo's list of capital improvements for 2004 is finishing the <br /> basketball courts at the park. Also, he would like to purchase a refurbished Zamboni <br /> for the ice rink. The electrical panels need to be upgraded. Mr. DiSalvo will be <br /> turning the old nursery room into a family changing station. It can sometimes <br /> become difficult with small children in the locker rooms. There will also be a <br /> reconfiguration of the lobby, which would include perhaps an addition of a reception <br /> desk. The bleachers for the pool area are scheduled to be completed this week. <br />^ Safety Director Jesse reported that the locks have been changed at the perimeter doors <br /> to the Recreation Center building. This has not been done in a very long time. There <br /> was no way of knowing who had keys and how many keys were never turned back in. <br /> A total of 10 locks were changed. Only designated persons in the facility will have <br /> keys and access to keys. This is an on-going process. There will be other locks <br /> changed at well. <br />^ A door was recently installed between the administrative offices and the ice rink, <br /> which will allow speedier access by appropriate personnel in the case of an <br /> emergency or need for immediate supervision. <br />^ First Energy undertook replacing exterior lights on the premises that had been blown <br /> out. We also have insured the security lights on the walls of the building are now <br /> functioning. <br />^ Mr. Jesse reported the parking lot has been striped and the curbs have been repainted. <br /> It gives the parking lot a cleaner appearance. <br />^ Mr. Rice will begin a Phase 2 security training on December 4. <br />^ The commission agreed that the long-standing attendance problem at the commission <br /> meetings seems to have ended. It has been many months since a meeting was <br /> cancelled for lack of a quorum. The commission will continue to meet at 7 p.m. on <br /> the first Monday of each month. <br />^ Mrs. Claire Hayes attended her final meeting as the school board's representative on <br /> the Recreation Commission. For the past two years, she has served as the chairperson <br /> of the commission. The commission thanked her for her service and wishes her well. <br /> She did an exceptional job on the commission, and she will be missed. <br />2) The Recreation Committee met on Tuesday, November 11. In attendance were <br />committee members Dailey, Limpert and Gareau. The committee discussed Ordinance <br />2003-154, an ordinance amending Chapter 945 of the Streets, Utilities and Public <br />Services Code entitled "Community Cabin/ Senior Center" specifically amending Section <br />945.05 "Rates, Charges and Deposits." Mr. Don Copeland, Human Resources Director, <br />explained the senior facility has the potential to be used by persons who otherwise would <br />not traditionally occupy the space. This ordinance will prohibit the rental of the senior <br />citizens multi-services center room to the general public, and it will make it a priority for <br />usage by the Department of Human Resources and the Division of Aging as it has been <br />up until now. Also, there is going to be a new fee schedule implemented for use of the <br />Community Cabin. There are several types of rates depending on whether the user is a <br />city resident or organization, an outside individual or organization, a youth organization, <br />,;~ _ W~ <br />
