Council Minutes of 11/18/2003 <br />and summer months. The proposed area will have an iron fence and is 96 x 80 feet. <br />There will be signs posted about the time to unload materials. The sidewalk in the <br />front of the store must be kept clear of all merchandise. If at a later date the noise <br />level increases, Home Depot has agreed that they would install a tarp on the rear of <br />that complex to help muille the noise for the residential neighbors. After discussion, <br />the committee unanimously recommended approval of a storage azea addition for <br />Home Depot subject to the recommendations of the various boards and commissions <br />of the city. Councilman Nashar moved that Council approve the storage area addition <br />by Home Depot subject to the recommendations of the various boards and <br />commissions. The motion was seconded by Councilman Gazeau. Councilman Miller <br />noted that all items were to be included within this area. Councilman Nashar agreed <br />that would so. The motion passed unanimously. <br />^ Friends Church, located at 5665 Great Northern Boulevard. Representing Friends <br />Church was Mr. Walt Sheffield. Also in attendance was resident Mr. Rhett Davison <br />whose property abuts the church parking lot. Mounding and fencing have been <br />installed at this location, but Mr. Davison has an issue with the headlights shining into <br />a bedroom of his home. He is asking for some buffering to help shield this light <br />intrusion. Mr. Davison would like to meet with the City Forester along with the <br />pastor of Friends Church and Mr. Sheffield. The committee is waiting two weeks for <br />all the parties to attempt to find a resolution to this problem. The City Engineer and <br />Service Director are monitoring the situation. Service Director Driscoll came forward <br />to say he had visited the site, and he will discuss some issues with Assistant Law <br />Director O`Malley. Mounding had been a condition of the building permit. Before he <br />proceeds, he wants to discuss it to see if there are any other issues. <br />2) Councilman Nashar provided information with regard to CrockerlStearns Road as a <br />follow-up on an article in the November 10, 2003 Plain Dealer. He spoke with Chris <br />George, the project coordinator in the County Engineer's office, who confirmed that the <br />anticipated start-up date for construction will be 2007. However, this date is based on <br />whether federal funding will be available from NOACA in 2007. <br />Councilman Nashaz, member of the Public Safety Committee, reported for chairperson <br />Kasler: 1) The committee met on November 11 to discuss two liquor permit transfers: <br />^ A liquor permit transfer from Clark Retail Enterprises, located 28925 Lorain Road, <br />to Capital Funding Enterprises, 28925 Lorain Road. Councilman Nashar made a <br />motion that Council not object to the liquor license transfer from Clark Retail <br />Enterprises to Capital Funding Enterprises, and the motion was seconded by <br />Councilman McKay. Roll call: Nashaz, yes; McKay, no; Dailey, yes; Gareau, yes; <br />Limpert, yes; Miller, no. The motion passed with four yeas and two nays. <br />^ A liquor permit transfer from Weia Teia Inc., 140 Great Northern Mall, to Multi <br />Culture Food, 140 Great Northern Mall. Councilman Nashar made a motion that <br />Council not object to the liquor license transfer from Weia Teia Inc. to Multi Culture <br />Food Inc., and the motion was seconded by Councilman McKay.
