Council Minutes of 11/18/2003 <br />2) The Finance Committee met again on Monday, November 17. Present were <br />committee members Kasler, Limpert, and McKay; Council members Gazeau, Dailey, <br />Miller and Council President O'Grady; Service Director Driscoll; Landmarks members <br />Lang, Barker and Dubowski. The following item was discussed: <br />^ Mr. Barker outlined the progress of the Landmazks Commission from June 2003 to <br />November 2003 with regazd to the vacant building at the northwest corner of Lorain <br />and Porter Roads, formerly occupied by Rebecca's Florist. The owner of the <br />building, Mr. Halleen, had applied for a demolition permit in June 2003. The <br />Landmarks Commission is interested in moving the building as it is a historical asset <br />to North Olmsted. Mr. Halleen would donate the building for that purpose. The <br />estimated cost to move the building is approximately $46,000. At this time, the city <br />does not have the funding and would have to eliminate either city projects or services <br />to provide for this funding. Council is not in favor of eliminating city services. The <br />expenses for moving the building would be as follows: asbestos removal (if <br />necessary), $6,000; a foundation, $9,000; sanitary and storm sewers, $3,000; cost to <br />move the building a short distance to a new site, $25,000 to $30,000. New locations <br />include south Canterbury, the new library site or the North Olmsted Pazk. Suggested <br />uses for the building are an ice cream pazlor, hot dog stand, offices for soccer or <br />baseball or a Law Department office. Funds for the project would probably be raised <br />from donations by citizens and organizations. Mr. Limpert offered a $500 donation <br />and Mr. Gareau offered a $100 donation to get the project started. The transfer <br />ordinance on this evening's agenda will provide for $500 to be transferred from the <br />Birch School flashing light fund to be used for a structural assessment of the <br />soundness of the building. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The BZD Committee met on November 11. Present were committee members <br />McKay, Gareau, Nashar and all Council members; the City Engineer, Law Director, <br />Assistant Building Commissioner and residents. Agenda items were as follows: <br />^ A proposed Cingulaz Wireless antenna on top of the existing CEI power tower <br />located at 31133 Lorain Road, which is the substation on the west end of town. <br />Representing Cingular was Mr. Satazawala. The tower that was designated will be <br />the first tower off Lorain Road as you enter in on the east side of the driveway. The <br />tower is 90 feet tall, and the Cingulaz antenna will be an additional 15 feet mounted <br />on top. A 6 foot high fence is to be installed around the entire area. After discussion, <br />the committee unanimously recommended approval subject to the recommendations <br />of the various boazds and commissions of the city. Councilman Nashaz moved that <br />Council approve the Cingular Wireless antenna subject to the recommendations of the <br />various boards and commissions. The motion was seconded by Councilman Gazeau <br />and passed unanimously. <br />^ Home Depot, located at 26241 Brookpazk Road. Representing Home Depot was Mr. <br />Tony Willoughby. This proposal was first heazd on August 4 by the Building, Zoning <br />and Development Committee and again on November 11. The proposal is to expand <br />the rear portion of the storage area for additional merchandise primarily for the spring <br />4 <br /> <br />
