The committee recommended <br />approval. <br />^ Ordinance 2003-157, an ordinance directing that the real property owned by the city <br />and located at 27425 Butternut Ridge Road, which is presently being used as the site <br />of the North Olmsted branch library of the Cuyahoga County Public Library but is no <br />longer needed for municipal purposes, be sold to the Board of Education of North <br />Olmsted City School District; further authorizing the Mayor to execute a contract and <br />all other documents required to effectuate said sale and declaring an emergency as <br />amended. Mr. Limpert stated that he has requested a companion ordinance for the <br />land acquisition fund. He would like to have this ordinance passed at the same time <br />as the acquisition ordinance is passed. The acquisition ordinance is an ordinance <br />stating that the money from the sale of the old library be used to acquire other land or <br />for land development for the city instead of putting it in the General Fund and having <br />it go for numerous other services. Mr. Nashar expressed his desire to withhold the <br />sale of the property for two years. Mr. Gareau responded that the issue of the library <br />had been before the city for three years and nothing has been done as to a use study or <br />costs to rehabilitate for another use. He has had no written material sent to him as to <br />a future use. Mrs. Kasler noted that the parking is very limited, and the city has a <br />unique buyer as the school surrounds the library property. The Mayor stated that the <br />building could be used for a mayor's court, but no other offers have come forward for <br />purchase. The Mayor reiterated that the city does not have the money at this time for <br />rehabilitation. Mr. Miller believes that the price of the property should be $650,000 <br />with athree-year lease for space to be used by the Law Department. Resident Mr. <br />Barker asked, if money from the sale were to be placed in a special fund, was there a <br />possibility of using the money for another use? Mrs. Copfer answered no-it would <br />be strictly for acquisition of land. Resident Mr. Barrett believes the price is too low, <br />and the schools will still be interested in the property in two years. Mr. Miller noted <br />that the building alone has been insured for up to $1.2 million. He asked the Mayor if <br />he intended to veto the ordinance. The Mayor stated he had not planned to veto the <br />ordinance at this time. Currently, there does not exist a contract in regard to the sale <br />of fuel to the schools by the city. This ordinance would allow time for that contract to <br />be made. Upon execution of this contract, the city would be released from liability of <br />any prior sale of fuel made to the school district. The committee recommended <br />approval by a two to one vote. <br />^ Ordinances 2003-137, 2003-138, and 2003-141, which are all pay ordinances. The <br />ordinances propose no raises in 2004 for the non-uniform personnel of the Police <br />Department, all city administrative and legislative personnel and the salaried <br />employees of NOMBL. Mr. Limpert will abstain from voting on Ordinance <br />2003-137 as his wife works as a school guard. The committee will have no <br />recommendations on these ordinances. However, if the ordinances are not passed, <br />with or without an amendment, the affected employees will not be paid starting <br />January 1, 2004. <br />3 <br /> <br />
