Council Minutes of 11/18/2003 <br />REPORTS <br />Law Director Dubelko: 1) He attended numerous collective bargaining sessions and/or <br />management meetings in preparation for collective bargaining sessions for several <br />different union groups. During the past two weeks, he has devoted approximately 40 <br />hours of time to these meetings and preparation for them. <br />2) On November 11, he attended a directors' meeting and Board of Control meetings on <br />November 11 and 13. <br />3) On November 17, he approved the contract awarded for providing shelving for the <br />new library. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />Tuesday, November 11. Present were all Council members, Mayor Musial, Council <br />President O'Grady, Finance Director Copfer, Law Director Dubelko, Service Director <br />Driscoll, Personnel Director Farver, Human Resources Director Copeland, Fire Chief <br />Klecan, Assistant Fire Robertson, and several residents. The following items were <br />discussed: <br />^ Ordinance 2003-150, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2003. Transfers will occur in the following line items: Department of <br />Planning, Director ($24,000), Operations $6,000; Division of Fire, staffing $46,000, <br />EMS billing $1,500; Department of Public Service, administration ($8,000); Division <br />of General Service, Operations $2,500, Public Service ($2,500); General <br />Administration, Personnel ($21,500), Endowment & Grant $26,200. The grand total <br />is $65,051,724.71. The committee recommended approval and suspension of the rule <br />requiring three readings. <br />^ Resolution 2003-151, a resolution accepting the amounts and rates as determined by <br />the Budget Commission and authorizing the necessary tax levies and certifying them <br />to the County Auditor. The committee recommended approval. <br />^ Ordinance 2003-155, an ordinance authorizing the Director of Public Safety to <br />purchase two new rescue squads, three new utility vehicles and other related <br />equipment for the North Olmsted Fire Department through the state purchasing <br />program; further authorizing the Mayor to execute necessary contract documents and <br />declaring an emergency. The vehicles that need to be replaced are squads one and <br />two, utility vehicles number one, number two, and number three as well as equipment <br />of lights, sirens, radios, two defibrillators, rescue tools, miscellaneous equipment and <br />a command unit insert. The two squads were scheduled to be replaced three years <br />ago. Two utility vehicles were retired this year, and a third is ten years old. The cost <br />of repairing and the reliability of these vehicles prompt replacement. The committee <br />recommended approval. <br />^ Ordinance 2003-156, an ordinance providing for the issuance and sale of $550,000 of <br />notes in anticipation of the issuance of bonds to pay the cost of acquiring emergency <br />rescue squad and other motor vehicles and related equipment for the city Fire <br />Department. This is necessary to issue bonds for the city in the aggregate principal <br />amount of $550,000 to pay the cost of the emergency rescue squad and other motor <br />2 <br />
