Council Minutes of 11/18/2003 <br />Governmental Relations and Legislation; Long Rarrege Planning Committee. Officials <br />or employees proposed for re-appointment shall be interviewed by the said <br />Committee only if requested by at least three members of Council. Following <br />completion of the interview by the Intra-Governmental Relations and Legislation; <br />Long Range Planning Committee, Council, at its next regular meering or at a special <br />meeting called for such purpose, shall proceed to vote whether to approve or confirm <br />the appointment. A majority vote of all members of Council shall be necessary to <br />approve an appointment to a board or commission, unless otherwise provided by the <br />Charter or by ordinance. Atwo-thirds vote of all members of Couneil shall be <br />necessary to disapprove a mayoral appointment to a directorship, unless otherwise <br />provided by Charter or by ordinance. Newly elected mayors shall be permitted to <br />present their nominees for directorships to Council prior to taking office." <br />Councilman Miller moved that Council amend Council Rule 58, and the motion was <br />seconded by Councilman Gareau. The motion passed unanimously. <br />^ Addition of new rule 58.1. "~.pointments of Council. Every person proposed for a <br />Council appointment to a board or commission shall first be interviewed by the Intra- <br />Governmental Relations and Legislation; Long Range Planning Committee. Officials <br />or employees proposed for re-appointment shall be interviewed by said Committee <br />only if requested by at least three members of Council. Following completion of the <br />interview by the said Committee, Council, at its next regular meeting or at a special <br />meeting called for such purpose, shall proceed to make its appointment or <br />appointments by nomination from the floor and vote. No person shall be nominated <br />or voted for who has not been interviewed by the Intra-Governmental Relations and <br />Legislation; Long Range Planning Committee." Councilman Miller moved that <br />Council adopt Council Rule 58.1, and the motion was seconded by Councilman <br />Gareau. The motion passed unanimously. <br />^ Addition of Rule 65. "Cell phones. All persons attending Council or Council <br />Committee meetings shall either turn off their cell phone or turn off the audible tone <br />of their cell phone prior to entering the meeting." Councilman Miller moved that <br />Council adopt Council Rule 65, and the motion was seconded by Councilman Gareau. <br />The motion passed unanimously. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane. <br />^ He has had occasion to look at leaf pick-up this year and wondered where the money <br />is being spent. Leaf pick-up has almost doubled in price over the past few years. In <br />the past, they have had one driver, one man on the hose and one or two rakers. <br />Rakers serve afunction--they go out in front of the truck and bring the leaves from <br />the tree lawn to a central area. Also, ditches need to be raked out. This year, they <br />eliminated the rakers. He would be surprised if the contract doesn't address how <br />many people should be on the truck or what quality of service is to be provided. He <br />believes the city's employees could do a good job of picking up the leaves as it is <br />done in other municipalities. Mr. Miller noted that there had been rakers in his <br />neighborhood. Mrs. Copfer said she did not believe the costs had doubled. <br />7 <br />
