Council Minutes of 11/18/2003 Governmental Relations and Legislation; Long Rarrege Planning Committee. Officials or employees proposed for re-appointment shall be interviewed by the said Committee only if requested by at least three members of Council. Following completion of the interview by the Intra-Governmental Relations and Legislation; Long Range Planning Committee, Council, at its next regular meering or at a special meeting called for such purpose, shall proceed to vote whether to approve or confirm the appointment. A majority vote of all members of Council shall be necessary to approve an appointment to a board or commission, unless otherwise provided by the Charter or by ordinance. Atwo-thirds vote of all members of Couneil shall be necessary to disapprove a mayoral appointment to a directorship, unless otherwise provided by Charter or by ordinance. Newly elected mayors shall be permitted to present their nominees for directorships to Council prior to taking office." Councilman Miller moved that Council amend Council Rule 58, and the motion was seconded by Councilman Gareau. The motion passed unanimously. ^ Addition of new rule 58.1. "~.pointments of Council. Every person proposed for a Council appointment to a board or commission shall first be interviewed by the Intra- Governmental Relations and Legislation; Long Range Planning Committee. Officials or employees proposed for re-appointment shall be interviewed by said Committee only if requested by at least three members of Council. Following completion of the interview by the said Committee, Council, at its next regular meeting or at a special meeting called for such purpose, shall proceed to make its appointment or appointments by nomination from the floor and vote. No person shall be nominated or voted for who has not been interviewed by the Intra-Governmental Relations and Legislation; Long Range Planning Committee." Councilman Miller moved that Council adopt Council Rule 58.1, and the motion was seconded by Councilman Gareau. The motion passed unanimously. ^ Addition of Rule 65. "Cell phones. All persons attending Council or Council Committee meetings shall either turn off their cell phone or turn off the audible tone of their cell phone prior to entering the meeting." Councilman Miller moved that Council adopt Council Rule 65, and the motion was seconded by Councilman Gareau. The motion passed unanimously. AUDIENCE PARTICIPATION Dennis Lambert, 25057 Carey Lane. ^ He has had occasion to look at leaf pick-up this year and wondered where the money is being spent. Leaf pick-up has almost doubled in price over the past few years. In the past, they have had one driver, one man on the hose and one or two rakers. Rakers serve afunction--they go out in front of the truck and bring the leaves from the tree lawn to a central area. Also, ditches need to be raked out. This year, they eliminated the rakers. He would be surprised if the contract doesn't address how many people should be on the truck or what quality of service is to be provided. He believes the city's employees could do a good job of picking up the leaves as it is done in other municipalities. Mr. Miller noted that there had been rakers in his neighborhood. Mrs. Copfer said she did not believe the costs had doubled. 7
